The Board of Supervisors on August 8, 1995 adopted an Order approving transition of program, services and some employees of the Family Stress Center into the Head Start Program of the Community Services Department, and 2. Representatives of the Community Services Department and Contra Costa County Employees Association, Local No. One have met and conferred and reached agreement on terms and conditions of employment regarding certain Project job classifications represented by Local One to which transitioned Family Stress employees may be assigned; and 3. The parties have executed an amendment on August 31 , 1995 to the 1993-1995 Local One Memorandum of Understanding memorializing those agreements which is attached hereto and incorporated herein as Attachment 1 , and 4. Clerk of the Board of Supervisors and ny Administrator By ,Deputy cc: Auditor-Controller,Payroll County Administrator's Office-Scott Tandy County Counsel Human Resources,Labor Relations&Administration Community Services Department w, ATTACHMENT 1 ADDENDUM TO 1993-1995 MEMORANDUM OF UNDERSTANDING Between CONTRA COSTA COUNTY and CONTRA COSTA COUNTY EMPLOYEES' ASSOCIATION LOCAL NO. 1 This Addendum to the 1993-1995 Memorandum of Understanding confirms the understanding between Contra Costa County (hereinafter "County") and Contra Costa County Employees' Association Local No. 1, (hereinafter "Association") relative to the employment of the former Family Stress Center (FSC) employees with the Contra Costa County Head Start Program. 1. All persons employed in positions listed in Attachment "A", of the FSC, by their own choice, may choose to be employed by the Contra Costa County Head Start Program, as project employees. 2. All persons employed in positions listed in Attachment "A", selecting to be employed by the County, will be subject to all terms and conditions of employment specified by the appropriate Memorandum of Understanding, County Policies and Procedures, and any other rule, regulation, or condition of employment for County employees. Furthermore, those individuals listed in Attachment "B" employed by the County shall receive, in addition, the benefits set forth in this Addendum. 3. The Memorandum of Understanding, between the County and the Association, shall be amended to include the following Head Start project classifications at the following hourly rates of pay: Home Base Specialist $15.65 $16.43 $17.25 $18.11 $19.02 Family Services Specialist $15.65 $16.43 $17.25 $18.11 $19.02 Disability Coordinator $15.85 $16.64 $17.47 $18.35 $19.27 Health Services Specialist $13.86 $14.56 $15.28 $16.05 $16.85 Home Base Worker $10.73 $11.27 $11.83 $12.49 $13.05 4. All individuals listed in Attachment "B" shall have consideration over applicants and current County employees for the positions available listed in Attachment "A", until November 30, 1995. 5. All persons employed in positions listed in Attachment "A" (within Grantee Operated Program (GOP) Central) shall be able to utilize their employment seniority with the FSC (as listed in Attachment "B") to break any ties for vacation selection requests and reassignment of work locations as specified in Section 57.13d of the MOU. Upon employment with the County, any individual listed in Attachment "B" shall be employed, except in cases of operational need, at their last scheduled employment location with FSC. 7. Upon employment with the County, any individual listed in Attachment "$" shall be ernployed, except in cases of operational need, in their last scheduled shift with FSC. 8. The selection of the three Head Teachers shall be based on an .individual's total seniority with the FSC from any individuals listed in Attachment "B" who were FSC Teacher III/II. 9. Any custodian listed in Attachment "B", not being offered a custodial position with the County, shall be offered part-time employment as a Teacher Aide/Assistant with the Child Development Division, if they meet the classification's minimum qualifications. Any custodian who does not meet the minimum qualifications for a Teacher Aide/Assistant shall receive job counseling in accordance with #10 below. The County's agreement to the foregoing shall not be construed to establish a precedent or obligate the County to meet and confer on the same or similar matters in the future. 10. Any individual Iisted in Attachment "B" not being offered an employment opportunity with the County, shall be offered job counseling from the County's Human Resources Department. IL Futter FSC Noun Aides (as listed in Attachment "B") shall bt offered employment with the County as a Child Nutrition Worker I-Substitute.
