ACCEPT the resignation of Trevor Evans-Young, Sr. from seat # 5 on the . Human Relations Commission, DIRECT the Clerk to apply the Board's policy to the vacancy and REFER the vacancy to the Internal Operations Committee. BACKGROUND: On August 18, 1995, the Board of Supervisors' received the attached letter from Mr. Evans-Young, tendering his resignation from the Human Relations. CLERKBOARdO'SUPERVISORS Hercules , Ca 94547 : CONTRA COSTA CO. 8/16/95 The Contra Costa Board of Supervisors County Administration Building 651 Pine Street Martinez, Ca 94553 it is with regret that I submit my resignation from the Contra Costa-County Human Relations Commission. I was appointed on 12/13/94 and have attended every meeting of the Commission since that time . My impression of the members of this Commission is they are very dedicated and have strongly supported the Commission to achieve its goals . From the onset of my membership I knew no funds were allocated to the Commission and it was dependent on volunteers to staff and manage the Commission. Most, if not all , of the members are working people and it takes time and resources to run any organization. The Commission can not function properly without staff and some physical assistance . The Brown Act and the additional requirements you have placed on government bodies need staff to keep up with the onslaught of paper filing that is required to be kept . I find it extremely difficult if not impossible for this to be done by only volunteers . If this Commission is to perform its function properly you need' to support it and not pay lip service to the citizens of this County. The current elected Chair, Mr . Timothy Dayonot, has indicated that he will try to obtain staff volunteers to assist the Commission with its staff work and other necessary chores . I have no doubt he will be successful l but the fact remains that you as the elected representatives of the people of Contra Costa need to provide the necessary assistance for the Commission to function properly. I am extremely grateful for your confidence in placing me on the Commission and hope I can be of some help in the future on issues which impact the citizens of this community in this relevant area . I would like to repeat my prior remarks as to the dedication of the members of the Commission and thank them for supporting my views on the various subject . matters that were discussed.
