SUBJECT: ACCEPT AMENDMENT NO. 2 TO FEDERAL AVIATION ADMINISTRATION (FAA) GRANT
AGREEMENT FOR CONTRA COSTA COUNTY - BYRON AIRPORT
(AIP 3-06-0008-04)
-SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVEand AUTHORIZE the Chairman of the Board of Supervisors to sign Amendment No. 2 of
said Grant Agreement on behalf of Contra Costa County; and
AUTHORIZE and DIRECT the Clerk of the Board to attest the signature of the Chairman and to
impress the official seal of Contra Costa County on the aforesaid Amendment; and
AUTHORIZE AND DIRECT County Counsel to sign a Certificate of Sponsor's attorney (after
Chairman's signature) which certifies that the acceptance complies with all applicable laws and
constitutes a legal and binding obligation.
II. Financial Impact:
That the maximum obligation of the United States as set forth in Paragraph 1 of the Terms and
Conditions, Conditions, on page 2 of said Grant Agreement, is hereby increased by $275,683.00 from
$3,114,000.00 to $3,389,683.00.
III. Reasons for Recommendations and Background:
Most of this overage was a result of environmental requirements associated with the project. Also,
there was some slightly higher costs associated with the purchase of some of the surrounding
properties. All overage costs are eligible cost items.

AMENDMENT NO. 2 TO GRANT AGREEMENT FOR PROJECT NO. 3-06-0008-04
WHEREAS, the Federal Aviation Administration (hereinafter referred to as the
"FAA") has determined it to be in the interest of the United States that the
Grant Agreement between the FAA, acting for and on behalf of the United
States, and the County of Contra Costa, (hereinafter referred to as the
"Sponsor") , accepted by said Sponsor on the 6th day of September, 1990, to be
amended as hereinafter provided.
NOW THEREFORE, WITNESSETH:
That in consideration of the benefits to accrue to the parties hereto, the
FAA, acting for and on behalf of the United States of America, on the one
part, and the Sponsor, on the other part, do hereby mutually agree as
follows:
That the maximum obligation of the United States as set forth in Paragraph
1 of the Terms and Conditions, Conditions, on page 2 of said Grant
Agreement, is hereby increased by $275,683.00 from $3, 114,000.00 to
$3,389,683.00.
