SUBJECT: JOINT FUNDING AGREEMENT WITH THE UNITED STATES GEOLOGICAL SURVEY.

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE the continuation of the Joint Funding Agreement, dated October 1, 1992, with the United
States Geological Survey (USGS)for stream gaging for the period for October 1, 1995, to September
30, 1996, and AUTHORIZE the Chief Engineer to make payment for the Flood Control District's share
of the cost.
II. Financial Impact:
The total cost of the stream gaging program for the period form October 1, 1995, to September 30,
1996, is $11,900. The Flood Control District's cost is $5,950 and USGS's cost is $5,950.
III. Reasons for Recommendations and Background:
Since 1962, the USGS and the Contra Costa County Flood Control and Water Conservation District
have been sharing the operation and maintenance costs of the stream gage on San Ramon Creek at
San Ramon under the USGS's Cooperative Water Resources Investigation Program.
Long-term, continuous records of stream flow are essential to the calibration and verification of
watershed runoff data used by the District's Engineering Division for the design of all drainage
improvements in the County.
IV. Consequences of Negative Action:
Non-approval of the agreement would result in the loss of opportunity to obtain shared data used to
predict storm runoff and to design flood control improvements.

. Dear Mr. Kubicek:
This letter concerns the continuation of our cooperative water resources
program for the 1996 fiscal year (October 1, 1995 to September 30, 1996) .
We propose to continue the operation and maintenance of the streamgaging
station on San Ramon Creek at San Ramon (11182500) . Total cost for the work
will be $11,900. Cost to your agency will be $5,950, and subject to the
availability of Federal matching funds, the U.S. Geological Survey (USGS) will
provide $5,950.
If you are in agreement with this proposed program, please provide us with an
original and two copies of a letter patterned after the enclosed draft.
The USGS is required to have an agreement in place prior to any work being
performed on a project. We request that an agreement be returned prior to
Octfo'b�e'r' 1, 1995 If an agreement is not received by October 1, we will be
required to suspend operations until an agreement is received.
