C. 169 LETTER from Donald Blubaugh, City Manger, City of Walnut Creek, dated August 23, 1995,
requesting the Board of Supervisors release $69,000 of the County collected Parkland
Dedication Fees for development of Arbolado Park.

dated August 15, 1995, advising that Contra Costa Veterinary Association has started a
fund to support microchip identification implants as a service to pet owners.

C. 171 LETTER from Charles Peterson, Supervisor, Fifth District, County of Mendocino, dated
August 23, 1995, advising that the Mendocino County Supervisors adopted Resolution
No. 95-168, supporting the "California Air Resources Board Mandate For Zero Emission
Vehicles" and urging Contra Costa County to adopt a similar resolution.

Dear Supervisor Bishop:
On August 7, Dr. Glynn Custred and Dr. Thomas Wood, Co-Authors of the California
Civil Rights Initiative filed our proposed constitutional amendment with the Attorney
General's Office for title and summary.
The California Civil Rights Initiative states: -
"The state shall not discriminate against, or grant preferential
treatment to, any individual or group on the basis of race, sex,
color, ethnicity or national origin in the operation of public
employment, public education, or public contracting."
California residents will now have the opportunity to lead our nation in an historic
effort to end discrimination, quotas and preferences.
The time has come for all California residents who believe in true civil rights to
overturn the civil wrongs which exist in our state government's system of employment,
education and contracting.
A majority of Democrats, Republicans and members of other parties support the
proposed California Civil Rights Initiative which we will qualify for a vote of the
people on the November, 1996 general election ballot. As an elected representative,
we are urging your public participation in and support of this initiative.

On behalf of Dr. Glynn Custred and Dr. Tom Wood, we would be proud if you would
agree to serve as Honorary Co-Chairman of the California Civil Rights Initiative by
endorsing CCRI. Enclosed is an endorsement card for your signature. We hope to
hear from you as soon as possible as our first major endorsement list will be published
within the next month.
In addition to allowing us to place your name on our ever-growing endorsement list,
we ask that you name a person in your upcoming re-election campaign or in your
district office to serve as a coordinator in our petition drive which is due to begin next
month. Please fill out the enclosed petition drive participation form and return it to us
by mail or fax.
In order to qualify CCRI for the November, 1996 ballot, we will need to gather over
