SUBJECT: Request for Fifth Extension of the Filing Period for Final Development
Plan #3039-89 for the Senior Life Care Center in the Tassajara/Danville area.

RECOMMENDATIONS
Extend the filing period one year to expire on August 20, 1996 .

BACKGROUND/REASONS FOR RECOMMENDATIONS
On August 8, 1990, the San Ramon Valley Regional Planning
Cpmmission approved a final development plan application for a 240-
bed skilled nursing and geriatric facility at the corner of Camino
Tassajara and Parkhaven Drive in the Tassajara/Danville area. The
approval became effective on August 20, 1991 .
Subsequently, at the request of the applicant, the Board has
granted four consecutive one-year extensions of the filing period.
The most recent extension is valid to August 20, 1995 . . The Zoning
Ordinance allows up to five (5) one-year extensions of the project .
In a letter dated July 5, 1995, the applicant requested a fifth
extension. The applicant continues to work with the Federal Housing
Authority for financing through the Section 232 program, as well as
State licensing agencies for required permits, and the Community
Development Departments of Contra Costa County and the Town of
Danville for condition of approval review. The applicant
anticipates commencement of construction within the x year.

seek county and Danville acknowledgment of compliance with each of the remaining
conditions of approval from the development permit, including submittal of plans to
the Danville Design Review Board.
Over the period of the past year's extension, the applicant has arranged with
Danville for the project to be o supplier of low-income housing in satisfaction of the
town's obligation, and has received from the town the abandonment of the
right-of-way of former roadway through the site. Private fundraising by the
applicant has taken place to augment the financing and to provide subsidies for the
low-income residents of the project, with several million dollars having been
committed by individuals and charitable foundations.

In the past, your Department has acted on each extension request, and the action
has then been ratified as a content item by the Board of Supervisors. We assume
that this request will be processed in the same way. Please let me know if there are
any questions from your staff, and notify me of the scheduled date for action by the
Supervisors.
