FISCAL• No county funds. This contract is funded 100% with Federal, funding from Substance Abuse and Prevention Programs. BACKGROUND; The Living Free Project is a federal demonstration project funded for five years by the Office of Substance Abuse and Prevention Programs. Itis attempting to reduce foster placements among drug-exposed infants and increase treatment options for the parents of these children. This federally funded project requires evaluation by an outside agent in five areas: development of program, recruitment and selection of participants, program description, program participation and outcome and impact evaluation. This contract provides that project evaluation.
