BACKGROUND/REASONS FOR RECOMMENDATIONS
Christian Church Homes of Northern California requested a general plan amendment from
Commercial to Multiple Family Residential-Very High Special to support a 37 unit senior housing
project on a 15,000 square foot site in the Crockett area. County staff prepared a negative declaration
for the amendment request, which the County Planning Commission found to be adequate for CEQA
purposes.
County staff recommended to the Planning Commission the approval of the general plan amendment
which would allow a maximum of 37 units, with the provision that should a senior housing project
not be developed on the site, other multiple family uses would be allowed up to a maximum of 15
units.
The Planning Commission recommended approval of the general plan amendment with modified text
to eliminate the restriction on the number of multiple family units that would be allowed should the
senior housing project not be built. The Planning Commission believed that the proper density for
a multiple family use should be decided when considering the rezoning and development plan
applications.
The project site is located within the Planned Unit District which was created for the Valona Square
Project. According to the Planned Unit District, a parking lot was to be constructed on the site prior
to the development and use of the Sugar Mill Building . Although there have been some minor
activities/development as part of the Planned Unit District, the majority of the development never
occurred.
Since this senior housing project will require the filing of rezoning and development plan
applications, staff believes that this is an appropriate time to consider other zoning designations for
the remainder of the properties within the Planned Unit District. Thus, staff recommends that our
Department be directed include in the subsequent rezoning application for the Crockett Senior
Housing Project,the other properties within the Planned Unit District, and to consider other zoning
designations for these properties which would be consistent with the Commercial and Multiple Family
Low General Plan designations.

On Tuesday, August 8, 1995, the Board held a public hearing on said General Plan Amendment
discussed by the Contra Costa County Planning Commission, Resolution No. 24, 1995. Notice
of said hearing was duly given in the matter required by law. The Board at the hearing, called for
testimony of all persons interested in this matter.
The Board closed the public hearing and APPROVED the General Plan Amendment and directed
staff to include the Crockett Senior Housing General Plan Amendment into one of the consolidated
general plan amendments as allowed by State Planning Law.

Resolution No. 24-1995
RESOLUTION OF THE CONTRA COSTA COUNTY PLANNING COMMISSION, STATE OF
CALIFORNIA,RECOMMENDING APPROVAL OF CROCKETT SENIOR HOUSING PROJECT
(County File#GPA 94-0003).
WHEREAS, a request was received from the Christian Church Homes of Northern California to
amend the General Plan designation on a 15,000 square foot site at the northeast corner of Wanda
Street and Second Avenue in the Crockett area; and
WHEREAS,the request is to go to Multiple Family Residential, Very High Special from Commercial
to support a 37 unit low income senior project; and
WHEREAS, a Negative Declaration of Environmental Significance was posted on the project and
no comments were received on that document; and
WHEREAS, staff prepared a report on the project and forwarded it to affected agencies and
individuals; and
NOW THEREFORE BE IT RESOLVED that the Contra Costa County Planning Commission finds
that the Negative Declaration for this project is adequate for County purposes; and
BE IT FURTHER RESOLVED that the Commission RECOMMENDS APPROVAL of the Crockett
Senior Housing Project General Plan Amendment with revised text; and
BE IT FURTHER RESOLVED that all written and graphic material developed for and pertaining
to these proceedings are made part of the record; and
BE IT FURTHER RESOLVED that the Chairman and Secretary of the Contra Costa County
Planning Commission respectively sign and attest the certified copy of this resolution and deliver the
same to the Board of Supervisors, all in accordance with the provision of the Planning Law of the
State of California.

The General Plan amendment modifies the County General Plan Land
Use Element for the approximately 15, 000 square foot property as
shown on Map A (attached) .
The plan amendment will add Policy #3-161 for the Crockett Area
policies:
The Crockett Senior Housing Project site may support a very
low or low income senior housing project for up to thirty-
seven units. If a low income senior housing project is not
constructed on this site, other multiple family uses may be
allowed.

I. INTRODUCTION:
A request was received from Christian Church Homes of Northern California to amend
the General Plan designation on an approximately 15,000 square foot site at the northeast
corner of Wanda Street and Second Avenue in the Crockett area.
The site is currently designated as Commercial on the General Plan Map. The request is
to change this designation to Multiple Family Residential, Very High Special (45.0 to 99.0
units/net acre) to support a 40 unit low income senior housing project. The four parcels
which comprise this site are shown on Figure 1 (General Plan Amendment Location Map)
H. CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) REVIEW:
A Negative Declaration of Environmental Significance was issued on May 25, 1995. No
comments were received during the review period which expired on June 13, 1995. The
environmental review evaluated the General Plan Amendment only. A separate
environmental review will be conducted on forthcoming entitlement applications if this
Plan amendment request is approved.
III. AMENDMENT AREA AND ENVIRONS
The plan amendment area is 15,000 square feet in size and is comprised of four parcels.
The site is located at the southwest portion of the block bounded by Starr Street on the
north, Wanda Street on the south and Second and Third Avenues on the west and east
respectively. The site is presently vacant (refer to Figure 2: Site Photograph).

Buildings in the area are predominately commercial with some residential buildings. The
structures in the area appear to be constructed during the 1920s and 1930s. The Strenzel
Building which is located at the corner of Wanda and Third Streets is, at approximately
38 feet, the tallest building in the immediate vicinity. Area photographs are provided as
Figures 3 and 4).
IV. EXISTING COUNTY GENERAL PLAN:
The site and the surrounding parcels are designated commercial (CO) on the existing
General Plan Map. As shown on Figure 5, the commercial areas are bounded on the west,
east and south by properties with a "Multiple Family Residential - Low" (ML) General
Plan (ML) designation.
The County General Plan includes a number of goals and policies which encourage the
provision of affordable housing for seniors like that which would be provided by this
project. The following is a selection of relevant goals and policies:
■ To make decent, safe, and affordable housing available to all Contra Costa
County residents (Goal 6-A);
■ To make suitable housing available to accommodate Contra Costa County
residents with special needs, such as elderly or disabled persons (Goal 6-I);
■ Housing opportunities shall be provided for all economic segments of the
population throughout the County (Policy 6-6); and
■ Continue to support innovative semi-independent living programs such as
congregated and shared housing for elderly and other population groups
(Implementation Measure 6-bs).
The General Plan policies for the Crockett area encourage mixed uses in the downtown
areas (reference: Policy 3-152).
V. ZONING:
The existing zoning for the site is Planned Unit District (P-I). Zoning to the west and east
of the P-1 area is M-12 (Multiple Family Residential). The area to the south of the subject
property is within the R-B (Retail Business) Zoning District.
VI. PUBLIC SERVICES:
The site is presently served by all urban services which are needed to support the
development. There are no public service constraints which would affect the plan
amendment proposal.

VII. POLICY CONSIDERATIONS RELATING TO THIS GENERAL PLAN
AMENDMENT
A. Traffic Compliance with M asure C'• The traffic generation for this project would
not trigger the requirement of a traffic study since it is well below the 100 peak
hour trip threshold. The project is not expected to increase traffic over that which
would occur with the existing "Commercial" designation. Low income senior
housing projects generate relatively little traffic. The development concept
includes 21 parking spaces for 40 units, a ratio which has proved sufficient at a
number of other low income senior projects in Contra Costa and Alameda
Counties.
B. 65/35 Plan Compliance- The proposed change would allow more intense
development than that which is currently allowed by the General Plan. The
proposed change would not affect the County's 65/35 Land Preservation Standard
since it would not make a non-urban to urban change.
C. HnnsinjZ F.1 .m .n - On December 15, 1992, the County approved a revised
Housing Element as part of an ongoing program to ensure that the element meets
all state planning requirements. The Housing Element General Plan Amendment
was a county-initiated project to meet State requirements for Housing Element
conformance and received approval from the State Department of Housing and
Community Development.
The County's Housing Element, as required by State Law, includes strategies to
provide affordable housing to all income levels and to all segments of the County's
population. The County is required by law to have a program in place to ensure
that the goals and objectives contained within that Element are achieved. The
County General Plan encourages the creation of new housing opportunities to serve
all income levels, as well as to serve special need populations such as the elderly.
The proposed General Plan Amendment, which would allow the processing of a
low income senior housing project, would further both of these goals.
D. Land Use Considerations-
1. Density: The proposed plan amendment would result in a significantly
higher residential density than that which is allowed on nearby properties
which are designated for "Multiple Family - Low" on the General Plan
Map. However, low income senior housing projects customarily have
smaller units and require less parking areas than multiple family
developments which are designed to be marketed to other population
groups.
The construction of a 40 unit senior housing project would likely necessitate
the construction of a four story building on this site. The applicant
proposed a 40 unit project because it was the fewest number of units that
could be constructed while still obtaining federal housing funds. According
to the applicant, the federal housing requirements have recently been
adjusted and the 40 unit limit has been reduced to 5 units. Based on the
density of the site, the recommended General Plan text would limit the
density to no more than 37 units.
The 15,000 square foot site is appropriate for this density based on its use
for low income senior housing. Density at this location would not be
appropriate for other multiple family uses because they would involve
greater square footage per unit and require additional parking both of which
cannot be provided on this site due to its limited size. The proposed
General Plan Amendment text includes a provision that the density allowed
on the site would be substantially reduced if applications were considered
for residential uses other than low income senior housing.
2. Locational Advantages: The Plan amendment area provides an ideal
location for a senior housing project since a number of necessary services
are located in the immediate vicinity. Retail businesses (e.g. banks,
grocery, cleaners, salons, restaurants) are located within three blocks of the
project site. The site is within two blocks of public transit, and public
facilities (e.g. parks and libraries) are located within two blocks of the site.
3. Minimal Infrastructure Costs: The Plan amendment site is located in an
area which contains the necessary infrastructure (e.g. roads, sewer lines)
for development. Thus, the end-unit cost for a low income project would
be reduced.
VIII. RECOMMENDATION:
Recommend to the Board of Supervisors the adoption of the Crockett Senior
Housing Project General Plan Amendment which would:
1. Allow Multiple Family Residential - Very High Special on the 15,000
square foot site;
2. Limit the density for a low income senior housing project to no more than
37 units;
3. Limit the density of any other type of residential development on the site
to no more than 15 units;
The staff proposed amendment is shown on the attached map and text.

I am writing to express my support for the Section 202 funding request from the Crockett
Senior Housing Committee of Crockett, California, for construction of affordable senior housing.
Crockett, a small community on the northern edge of Contra Costa County, has a
traditional housing stock consisting almost exclusively of single-family homes. While Crockett's
demographics supported this development trend for a number of decades, a number of the town's
long-time residents are now finding maintenance of their homes to be both burdensome and
financially impractical. The demand for accessible, affordable senior housing has continued to
increase over the last few years, and the Crockett community is responding to this need.
In partnership with Christian Church Homes of Northern California, the Crockett Senior
Housing Committee has identified and secured development property, taken steps to meet local
environmental requirements, and prepared preliminary architectural drawings of the proposed
complex for presentation to the community and County planning agencies. However, for this
project to move beyond these planning stages and into construction, additional financial resources
must be realized. Therefore, I am joining with the Crockett community is requesting your
favorable consideration of their funding request.

I understand that the Crockett Senior Housing Committee is applying for Section
202 funds from the Department of Housing and Urban Development. The committee will
use these funds to help finance an affordable housing project for low income elderly persons
in the Crockett community.
As the senior population continues to grow, so does the need for affordable housing.
More than 20 percent of Crockett's population is over 60 years old -- most of which are
long-time residents with strong ties to the community. Many elders have been forced to
move due to the lack of senior housing, thus losing their relationships with friends, family
members and churches. The Crockett Senior Housing Committee's answer to this problem
is a project now in its initial planning phases and ready for consideration by the Planning
Commission.
The proposed apartment complex will be conveniently located near restaurants,
churches and public transportation. As you know, Christian Church Homes is the project
developer as well as the manager and has successfully constructed and operated a number
of charitable homes, institutions and clinics for the aged in Contra Costa County. The new
residents of this housing project will also receive a range of quality senior services provided
by numerous organizations in our region.

I would like to offer my recommendation as evidence of local
support for the Crockett Senior Housing Committee (CSHC) . The
committee is submitting an application for funding from your
division as specified by Section 202 of your department .
The CSHC seeks to bring affordable housing to elderly persons
with low incomes in our community. The CSHC' s partner in its
endeavor to construct their 37-unit project is Christian Church
Homes of Northern California (CCHNC) . The CCHNC is a voluntary,
non-profit corporation engaged in constructing, promoting, and
operating charitable homes, institutions, hospitals, and clinics
for the aged and infirm. The cooperation and coordination between
the CSHC and- CCHNC is commendable . Through both of their efforts,
their project obtained a Community Development Block Grant (CDBG)
as well as several smaller grants to complete the initial phases of
their project .
Senior housing is especially needed in the City of Crockett
given its high percentage of elderly. More than 20 percent of
Crockett' s population is over the age of 60 . Most have lived in the
community for many years and forged strong ties within it . The CSHC
would not only provide an apartment complex that is easily
accessible to the communty, affordable, secure, and easy to
maintain but also a building manager who could be summoned in case
of an emergency. A service such as a hot lunch program would also
be available to residents of the 37-unit project .
The CSHC continues to receive widespread support among
community residents . It held a town meeting where it shared the
initial architectural drawings and plans to residents . The CSHC
plans to continue its open discussion with residents by creating a
community-based board of directors .

To Whom It May Concern:
Contra Costa County's Office on Aging supports the application for funding for Senior Housing in
Crockett. Crockett is a small unincorporated town with a strong sense of community and a high
proportion of older adults, may of whom have lived in Crockett their whole lives. They have
often worked together, gone to church together and enjoyed leisure activities together in this
close-knit community. Sadly, when they can no longer manage at home, they must leave the town
and their friends as there is no senior housing available. This can be very traumatic.
Office on Aging staff has served on the Crockett Housing Committee, an effort which has
involved diverse parts of the community. The group has worked very hard to locate a suitable lot,
raise money for preliminary work, hire a consultant, and chose partners to manage the future
housing. Judging from the enthusiastic participation on the Committee, the project has wide
community support.
There is always a need for affordable senior housing in Contra Costa. As housing developments
have opened, they have filled quickly. Generally, there are long waiting lists. One of the service
gaps most frequently noted by Senior Information is the need for affordable senior housing. The
Office on Aging would like to see senior housing available to older adults in the Crockett area.

I am writing on behalf of Western Contra Costa Transit Authority (WCCTA) to convey
our support for the senior housing project proposed for Crockett and sponsored by the
Crockett Senior Committee and Christian Church Homes of Northern California. I
have discussed the project in detail with a member of the Crockett Senior Housing
Committee, and I feel they have put together a very strong proposal which effectively
addresses a significant need in the community.
WCCTA provides curb to curb Dial-a-Ride transportation in Western Contra Costa
County, including the Crockett area. From our perspective, the location proposed for
this project is ideal from a transportation perspective. Our vehicles pass within a few
blocks of the site throughout the day on their way into or out of Crockett. This type of
senior apartment development has the advantage for us of clustering a number of riders at
a single pick-up address. We serve residents of the Pinole Grove senior apartments in
Pinole, and find that we are able to offer them a higher level of service due to the large
number of seniors living at the facility. The same would apply in the case of the 37
senior apartments proposed for the Crockett project.

Recently we at Meals on Wheels became aware that there is
a proposal in the works for a 37 unit senior housing apartment
building to be located in Crockett, Ca.
We have delivered meals to homebound seniors in Crockett
for 15+ years now and feel that this would be an ideal location
for new senior housing. Crockett is an older community with a
lot of those values that we all think about when we think of small
town life. The proposed location would allow seniors to walk
very short distances to local churches, the library, post office,
bank, beauty parlor and 3 small restaurants. Just a bit further is
a lovely park with a small playground and very nice pool which
makes for a nice inexpensive outing when family or grandchildren
come to visit. A bus stop for trips further away is very close and
the town has 2 very responsive fire stations that quickly respond
to any emergency calls. A local dentist is within walking
distance as is a pottery studio that offers classes at nominal
fees. There is a recreation center in town and a senior nutrition
site which provides hot lunches to seniors Monday through Friday
on site.
There appears to be much support among neighbors in this
small town to watch out for each other. Whenever we have had a
concern about a client this is one of the few areas we serve (and
we cover all of West Contra Costa County) that neighbors are
willing to help us check on clients and accept a meal if a client
has an appointment during our delivery time. Frequently
neighbors will call to alert us of a senior who is starting to fail
and may need meals or other help which we can then refer to.
While we struggle to get volunteers for some of our areas that
have received much publicity because of high violence and
consequently volunteers do not want to drive into, we do not have
that problem In Crockett. The drivers Teel sate there and most
have been driving for years.
Seldom does a week goes by that we don't hear from either a
senior or their family asking if we know of available, safe, low-
income rentals_ While I am sure these units would fill quickly it
would be a delight to be able to pass on that Crockett now had a
senior housing apartment building_
We certainly wish you the best of luck (and speed) with your
plans and please know that Meals on Wheels will be available to
provide a hot lunch to any senior in this complex that meet our
requirements_

voted unanimously to enthusiastically support the Crockett Senior
Housing Project. Currently, our senior population has no options
but to leave town when they can no longer maintain their homes. We
feel that this project will provide an excellent option for our
seniors.
In addition to the obvious benefits to our seniors, we feel that
this project will be a revitalizing addition to downtown Crockett.
The intended location has been an unimproved parking lot filled
with weeds and collecting junk for some years. This project will
clean up that entire section of town. A senior population will
stabilize the downtown and give a much needed boost to our small
businesses.

St. Rose of Lima Parish, its parishioners, and pastor have supported the Crockett Senior
Housing Committee from its inception. Five years ago St. Rose Parish and the Pastor, Fr. Paul
Maher, O.M.I., along with other groups in the community were instrumental in the formation of the
committee. The aforementioned in concert with other groups and individuals shared concerns
regarding the lack of affordable public or private housing in the community for the ever growing
number of seniors. While the parish did provide a facility for a meeting place, the committee was
ecumenical, other church leaders and other groups were invited from the beginning to participate.
From the start of my ministry in Crockett it was evident to me that my predecessor had a clear
understanding of this need in the community. He was associated with a similar successful project in
Oakland, i.e., St. Mary's Gardens. I quickly discovered that many of our parishioners were forced
to leave the community in which they had resided for their entire lives. They could not find a
suitable and affordable place in the community where they could live and enjoy some degree of
independence. Parishioners who were former residents of Crockett and are now living elsewhere
in available senior housing still would like to be part of our community and parish. Since I joined
the committee I have become convinced that this is a project of high priority and deserving of the
full support of the Department of Housing and Urban Development

This small community of 3 , 000 people is nestled mostly on the hillside
with senior citizens who are second and third generation Crockett
residents, as I am.
In the past as our grandparents and parents became a little feeble,
they had to be relocated to another city where facilities were
available to care for them. This meant that they had to meet and
make new friends and adjust to a new lifestyle in a new location at
their advanced age. Needless to say, senior citizens do not last
long when their life is disrupted in this way.
The Senior Housing would be a great service to the Community as there
has been a need for this type of housing for a long time. With the
Senior Housing located in town, it would allow the senior citizens
to live out their lives in a familiar environment and their children
and grandchildren would have the luxury of holding their family
together. This would in turn allow the senior citizens to have a
quality life in their aging years.
