SUBJECT: CSA EM-1 Final Report
SPECIFIC REQUESTS)OR RECOMMENDATIONISI&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Adopt resolution confirming Final Report for CSA EM-1 (Emergency Medical Services) and setting service
charges as assessments to be collected with the FY 1995-96 property taxes.
BACKGROUND:
No General Fund impact. Proposed FY 1.995-96 assessments for CSA EM-1 total $4,017,713.34.
FISCAL IMPACT:
On July 25, 1995, your Board held a public hearing on the Tentative Report for CSA EM-1 and adopted a
confirming resolution declaring the Board's intent to levy assessments set forth in that report. Pursuant to
Ordinance Code Section 1012-2.612, the attached Final Report for CSA EM-1 updates the Tentative Report based
solely upon changes in ownership, changes of address, subdivision of existing parcels, and changes in the class
of use of parcels.
Revenues from the CSA EM-1 assessments are used to provide an enhanced countywide emergency medical
service system as approved by the voters with the passage of Measure H in November 1989. This CSA is now
in its sixth year of operation. Enhanced EMS services include (1) additional on-duty ambulance units to respond
to assure paramedic response when appropriate to all emergency calls; (2) training and equipping firefighters
countywide with automatic defibrillators; (3) improvements in the communications systems used for providing base
hospital medical direction to paramedics in the field and for dispatching ambulances; (4) providing caches of
medical supplies stored at fire stations for use in multicasualty incidents or disasters; and (5) costs for maintaining
access to the Poison Control Center for 9-1-1 calls.
The basic assessment rate proposed for Zone B, comprising all the area of Contra Costa County except for San
Ramon Valley, is $9.22 per single fainily residence or benefit unit. The rate proposed for Zone A (San Ramon
Valley), which does not include paramedic ambulance subsidy, is $3.94. These rates represent no change from
the assessment rate charges for FY 1994-95.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to set the CSA EM-1 assessment rate prior to August 10, 1995 may result LteM-1assessment not
being included in the property tax bills.

RESOLUTION NO. 95/370
SUBJECT: Confirmation of Final Report for County Service Area EM-1 (Emergency
Medical Services), Fiscal Year 1995-96, and Approval of Assessments.
WHEREAS County Service Area EM-1 has been established to provide enhanced
emergency medical services as miscellaneous extended services pursuant to the County
Service Area Law (Government Code Sections 25210.1 and following);
WHEREAS the Board, on July 25, 1995, held a public hearing and thereafter adopted
Resolution No. 95/332 confirming the Tentative Report for CSA EM-1, Fiscal Year 1995-96
and declaring its intent to levy and collect assessments set forth therein; and
WHEREAS the Tentative Report has been revised to conform to the official 1995-96
assessment roll and filed as the Final Report for CSA EM-1, Fiscal Year 1995-96 pursuant
to Ordinance Code Section 1012-2.612;
BE IT THEREFORE RESOLVED that the Board of Supervisors hereby confirms the Final
Report for CSA EM-1, Fiscal Year 1995-96, and hereby levies the service charges identified
therein as assessments for fiscal year 1995-96. The service charge for each parcel shall
appear as a separate item on the tax bill to be collected at the same time and in the same
,manner as ordinary county ad valorem property taxes and subject to the same penalties and
the same procedure and sale in case of delinquency.

County Service Area EM-1 (Zones A and Bl
Final Report
Fiscal Year 1995-96
County Service Area EM-1 has been established to provide enhanced
emergency medical services as a miscellaneous extended service
within two designated zones:
Zone A: Those parcels located within the territories of
any one of the following: the Town of Danville,
the City of San Ramon, the San Ramon Valley Fire
Protection District, and the Tassajara Fire
Protection District.
Zone B: Those parcels located within Contra Costa County,
but not within Zone A, above.
SERVICE CHARGES will be levied on each parcel based upon a
formula using the following factors:
BENEFIT UNIT: A number of BENEFIT UNITS has been assigned
to each parcel based upon the Assessor's Use
Code classification. For example, a single
family residence (Use Code 11) is assigned
one BENEFIT UNIT. Parcels with other Use
Code classifications are assigned a number of
BENEFIT UNITS based upon the relative benefit
from the miscellaneous extended services
provided under CSA EM-1. Exhibit A is a
Table of BENEFIT UNITS showing the number of
BENEFIT UNITS assigned parcels for each Use
Code classification.
RATE: The RATE is the dollar amount of the SERVICE
CHARGE levied per BENEFIT UNIT. Separate
RATES have been established for each zone
based upon the miscellaneous extended
services to be provided within that zone.
The formula for calculating the SERVICE CHARGE on each parcel is
as follows:

Zone A
The RATE which has been established for Zone A is:
$3.94 per BENEFIT UNIT
Exhibit B is the "Zone A - Table of Service Charges, " showing the
SERVICE CHARGE established for each parcel according to its USE
CODE. A description of each parcel and the USE CODE number
assigned thereto is contained in Exhibit C.
The total SERVICE CHARGES for Zone A are $164, 187. 68 based upon
34, 814 ASSESSED PARCELS.
Zone B
The RATE which has been established for Zone B is:
$9.22 per BENEFIT UNIT
Exhibit D is the "Zone B - Table of Service Charges, " showing the
SERVICE CHARGE established for each parcel according to its USE
CODE. A description of each parcel and the USE CODE number of
assigned thereto is contained in Exhibit E.
The total SERVICE CHARGES for Zone B are $3,853,526. 66 based upon
243,912 ASSESSED PARCELS.
