Bragdon c Director of Community Development DATE: August 8, 1995 SUBJECT: CDBG Project Agreement and Loan Documents for the Battered Women' s Transitional Housing Project SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS AUTHORIZE the Deputy Director, Redevelopment or his designee to ( 1) enter into Community Development Block Grant (CDBG) Project Agreement 21-08 to provide $16,500 in FY 1995/96 CDBG funds to Battered Women' s Alternatives for the rehabilitation of transitional housing for battered women in Central County and (2) execute required loan documents for this purpose. FISCAL IMPACT No General Funds are involved. CDBG funds are provided to the County through the U. S. Department of Housing and Urban Development. BY , DEPUTY (BWA) for the rehabilitation of a 13-unit transitional housing project for homeless battered women and their children located in Central Contra Costa County. Eligible households may reside at the facility for up to 24 months . Rents charged do not exceed 30 Percent of the household's gross monthly income. While in residence at the facility, battered women are provided with extensive services designed to enable them to achieve an independent living status . These services include: case management; childcare; job training and employment skills development; individual and group counseling; and substance abuse counseling. This project was originally acquired and rehabilitated using County CDBG funds in 1989 ( $90,000) and 1992 ($12,500) . The transitional housing project serves 25 to 30 battered women and 70 to 90 children each year. This project is successful in that 90 percent of the resident households are able to achieve and maintain an independent living status in permanent housing. BWA has requested $16,500 in CDBG funds for purposes of minor rehabilitation of the transitional housing project. The CDBG funds will be provided to BWA in the form of a deferred loan. Sources of funding for this project include the following: Contra Costa County CDBG $16,500 City of Concord CDBG $12, 800 BWA/donations $ 1,375 TOTAL COST $30,675 kh/k9/BWA1
