Re: Contra Costa County's Future Plans for Marsh Creek Road Dear Supervisor Bishop: This joint letter is submitted on behalf of both TRANSPAC and TRANSPLAN regarding the County's future plans for Marsh Creek Road. The two Regional Transportation Planning Committees have had a number of discussions relating to traffic conditions on Marsh Creek Road. These discussions have focused on the viability of Marsh Creek Road as an east-west route for regional through traffic. An 11.5 mile section of this roadway from Deer Valley Road west to the Clayton City limits is a two-lane configuration due to natural barriers created by the creek bed, geologic conditions, and topographic features. Both Regional Committees have concluded that it is highly unlikely that this section of the road traversing unincorporated portion of the County will ever be upgraded to a four-lane configuration due to the potential expense and environmental impacts associated with constructing such a road improvement project. The County's 1991 General Plan Circulation Element recognized this reality by designating Marsh Creek Road as a two-lane arterial roadway. In addition, the County General Plan recognized the special and unique value of the road because it traverses a scenic corridor by officially designating Marsh Creek Road as a Scenic Route. Perhaps it was an oversight, however, it has come to our attention that the County has yet to correct the Precise Alignment Map prepared in 1969 which depicts Marsh Creek Road as a four-lane roadway between Deer Valley Road and the Clayton City limits. This 26-year old map which sets the ultimate alignment of Marsh Creek Road as a four-lane roadway, in our view is not only inconsistent with the County General Plan's Circulation Element, but it is unrealistic in view of the potential economic and environmental costs involved in constructing a four-lane road through such a sensitive area. Bishop, CC BOS 7/20/95 Therefore, we are requesting that the Board of Supervisors direct the County Public Works and Community Development Departments to review the 1969 Precise Alignment Map for Marsh Creek Road, and, as appropriate, prepare for the adoption by the Board of Supervisors an amended map which brings the alignment into conformance with the County's General Plan and the City of Clayton's recently adopted Marsh Creek Road Specific Plan. We also request that this matter be reported back to both the Board of Supervisors and TRANSPAC/TRANSPLAN within six months. In making this request, we acknowledge that the County should continue its practice of setting aside rights-of-way on Marsh Creek Road to implement necessary road safety improvements (reducing curves, improving sight lines, and providing more shoulder width) and to maintain the scenic value of the corridor; however, planning for an ultimate four-lane roadway seems both unrealistic and unnecessary.
