RECOMMENDATIONS
APPROVE AND AUTHORIZE the Deputy Director-Redevelopment to sign a
contract amendment with Crossroads R/W for providing relocation
assistance services for the North Richmond Senior Housing Project,
North Richmond Redevelopment Project Area.
FISC,LL IMPACT
No General Fund money will be used on this project. The total
contract amount is $42, 150, a $877 . 50 increase, and will be financed
with Redevelopment Tax Increment funds from the North Richmond
Redevelopment Project Area.
BACKGROUND/REASONS FOR RECOMMENDATIONS
On September 13, 1994, the Redevelopment Agency approved a
Disposition, Development and Loan Agreement (DDLA) between the Agency
and the Community Housing Development Corporation of North Richmond
and Eden Housing. The DDLA provides for the block boun ed by 2nd,

' 3rd, Grove and Chesley to be redeveloped into a 52 unit senior housing project
with a center for health and potential commercial/retail space. The DDLA also
provides for the acquisition and conveyance of certain real property and the
demolition of existing improvements on the property necessary to construct the
project.
In accordance with California Redevelopment Law (CRL) , the Agency has completed
a Relocation Impact Study for the project. CRL also requires the Agency provide
relocation assistance to the displaced residents and businesses. The Study
identified twelve residential and commercial units, containing a total of seven
households, which are being displaced by the project. Crossroads R/W is
facilitating the successful relocation of all households and the church and has
incurred $877 . 50 of additional costs during this process. It a policy of the
Agency that all displacees shall receive Relocation Advisory Assistance and
that:
1 . No eligible displaced occupant shall be given a 90 Day Notice to
Vacate or be required to relocate until the occupant has received a.
Notice of Entitlement that describes residential relocation benefits
and the calculated amount of the Relocation Assistance Payment to
which they may be entitled.
2 . No eligible displaced occupant shall be given a 30 Day Notice to
Vacate or be required to relocate unless the occupant has been given
at least one valid referral for a replacement property.
3. Eligible occupants will be given comparable replacement referrals
within a reasonable amount of time of the initiation of negotiations
and on a continuing basis.
4 . Relocation Assistance Payments will be made in a timely manner.
Payments for tenants will be based on the Agency' s Housing Valuation
Study and spend-to-get requirements.
5. At the minimum, each displaced occupant will be given a 60/30 Day
Informational Notice. This notice advises that they will have at
least 90 days to relocate to a replacement site.

The purpose of this letter is to request an increase in our current Co with the Redevelopment
Agency in the amount of$877.50,due to the extra work needed to mov�out Ms. Rosemary Fonseca,
who moved into her property located at 1550 Second Street,Richet nd.
As you know,Ms. Fonseca claims to have moved into her property along with her child, another
female adult and two male adults after her tenant moved out in May 1995. The extra work needed r-
will involve delivery of a 30 Day Notice to Vacant, delivery of a rental agreement and preparation
of a moving claim. I estimate that the above services will take about 3.5 hours to complete.

The above estimated hours is based on providing only the above mentioned. work. It is my
understanding that Ms. Fonseca or any of other occupants are not elig ble for relocation assistance,
since they moved into the property after an offer to purchase had been de and with full knowledge
of the County's intent to acquire the property.
