SUBJECT: APPROVAL OF LEASE BETWEEN CONTRA COSTA COUNTY AND BYRON AVIATION
SERVICES, LTD.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE and AUTHORIZE the Public Works Director, or his designee, to enter into a lease with
Byron Aviation Services, Ltd., on behalf of the County, to develop a hangar storage facility at Byron
Airport.
II. Financiallmpact:
This will initially develop slightly over $10,000 per year for the Byron Airport Enterprise Fund.
Revenues are based on a fixed rent ($0.14 per square foot per year) plus 5% of the gross business
done.
III. Reasons for Recommendations and Background:
The Airport staff solicited bids for the development of these hangars at the Byron Airport. Two
proposals were received. The analysis by the staff recommends this development.
Partners in the Byron Aviation Services, Ltd. are existing tenants at the Byron Airport. They have
considerable experience in the hangar rental business. The hangars being developed by Byron
Aviation Services, Ltd. are of a larger size and will accommodate larger aircraft. The County is
building other hangars that the County will own, but the hangars being developed by Byron Aviation
Services, Ltd. are not of the same type and will not compete directly with the County-owned hangars.
The Byron Aviation Services project is being developed in accordance with our current Airport Master
Plan and was included in the original EIR. o change t- th EIR occurs as a result of these hangars.

IV. CONSEQUENCES OF NEGATIVE ACTION:
This will be a loss of revenue to the Airport and also will cause problems in accommodating the
demand for hangars at the Airport.
