Accept the Draft scope of work (Attachment A) as the basis for the Bay Point BART Station Specific Plan effort. 2 . Establish a Fiscal Committee to oversee the flow of work schedule at the Study and to assure that a adequate financing is available. It should consist of one elected member of the Contra Costa County Board of Supervisors, BART and the City of Pittsburg. Designate Supervisor Torlakson on the County' s representative of the Fiscal Committee. 3 . Establish a Policy Advisory Committee to review and comment on alternative means to implement the vision for the Bay Point BART station area. The three agencies should invite the following groups to designate a representative to sit on this committee. The suggested list of agencies to be invited include : Bay Point Municipal Advisory Committee Bay Point Project Area Committee Bay Point Traffic Advisory Committee PRIDE AMBROSE Recreation and Park District The Policy Advisory Committee will report its n ' ngs to the Fiscal Committee . Allocate $50, 000 of Contra Costa County Redevelopment Agency Bay Point Project area finds as the County' s contribution to funding this study. Additional funding may be required to cover costs of compliance with the California Environmental Quality Act. II . FISCAL IMPACT The cost of the County' s portion of the study to be covered by the Contra Costa County Redevelopment Agency Bay Point account . Pittsburg and Bart will be contributing a similar amount. III . BACKGROUND/JUSTIFICATION Over the past few years, staff from the County, BART, and the City of Pittsburg have been discussing the need to initiate a Specific Plan for the Bay Point BART Station Area. The Bay Point/Pittsburg BART Station is under construction and is currently programmed to become operational in the fall of 1996. While much of the land adjacent to the station, especially within the unincorporated area, is developed, construction of a new 'BART Station will provide an opportunity for BART, Pittsburg and the County to jointly review established policy for this area. This proposal will include a review of City and County General Plan policies . Given that city and county planning categories differ, the result would be a consistent set of general plan amendments . Hopefully a specific plan can be developed consistent ' with both jurisdictions general plans (as amended) which both would adopt and administer. (This approach was used with the City of Richmond in the North Richmond Shoreline area) . Staff of the three agencies have agreed to the scope of work shown on Attachment A. A Fiscal Committee should be established to oversee the flow of work, insure work is kept on schedule within budget, and to provide policy oversight. The Fiscal Committee should be composed of an elected member of each of the participating agencies BART, the County and the City of Pittsburg. It is recommended that Supervisor Torlakson be appointed to represent the County on this committee. The committee will be free to organize itself as it feels appropriate. County Community Development Staff will provide administrative services to the committee. A Policy Advisory Committee should be established to review and comment on alternatives developed for consideration in the general plan review and specific plan development process . The committee should include a representative of each of the following groups and they should be selected by those groups . The membership should include: Bay Point Municipal Advisory Committee Bay Point Project Area Commitee Bay Point Traffic Advisory Committee PRIDE AMBROSE Recreation and Park District Bay Point BART Specific Plan July 27, 1995 Page Three The committee will meet at logical review points in the plan development to assist staff and the hired consultants . It shall report its ' findings to the Fiscal Committee. Lastly, acknowledge that $50, 000 in the Contra Costa Redevelopment Agency Bay Point account (previously budgeted) shall be used for the County' s contribution toward this study. Pittsburg will be contributing $50, 000 and BART $50, 000 . This will cover the plan development costs . EIR costs may be necessary in the future depending on the specific plan recommendations . That will need to be considered at a future time. JJT REQUEST FOR PROPOSAL BAY POINT/PITTSBURG BART SPECIFIC PLAN I. PURPOSE The purpose of this request for proposal (RFP) is to seek proposals from selected planning and design consultants who are interested in working on a Specific Plan for the Bay Point/Pittsburg BART Station area. The Specific Plan for the Bay Point/Pittsburg BART Station area is a project of the Contra Costa County Community Development Department and Redevelopment Agency, City of Pittsburg, and BART. I1. BACKGROUND The Bay Point/Pittsburg BART Station area is located in an area of shared planning jurisdiction between Contra Costa County and the City of Pittsburg. The area has a mixture of very new single family homes, older residential sections, commercial areas of varying ages and attractiveness and vacant and under utilized properties. The area which is being defined as the study area is shown on Map 1 . It extends roughly one half mile in each direction from what will be the Bay Point/Pittsburg Bart Station. The area will extend from Willow Pass on the north to the boundary of the Keller Canyon Landfill on the south, and to logical planning lines east and west which are roughly 1/2 mile from the BART Station. State Route 4 crosses the area in an east-west direction and presently forms a barrier to cohesive development. The general development objectives to guide the study are: a) To establish an array of activities that will support station area development. b) To provide a standard of design that will inspire community pride and set a standard for subsequent development. c) To establish a transit-based residential neighborhood which will absorb growth with increased patronage on transit facilities and less reliance on automobiles. d) To create transit-based jobs near the BART transit station which promotes regional planning objectives of housing/jobs balance. e) To create a more pedestrian oriented link between BART's transit facility and the existing and proposed development around the Bay Point/Pittsburg BART Station. The planning program will be separated into three distinct phases. The first is to undertake an opportunities and constraints analysis, the second is to prepare a draft Specific Plan and the third is to prepare an EIR on the Specific Plan proposal. The intent is to have the contract separated into 3 phases so that the participation agencies can determine based on the first effort if they wish to proceed forward onto subsequent phases. The opportunities and constraints and it's development of alternative futures for the area is crucial for the participating agencies to consider how the construction of BART will open up new opportunities for the area. Only upon completion of this effort and with the concurrence of participating agencies on a selected alternative approach, will it be possible to consider how this new BART node will effect area growth. While this project title references a Specific Plan, it is anticipated that both General Plan Amendments and a Specific Plan will need to be proposed. Given the differences in city and county general plan terminology, the consultant will need to take these in account in the preparation of plan documents. The unifying element will be the Specific Plan. 111. SCOPE OF SERVICES A. APPROACH Preparation of the specific plan will require the development of materials in sufficient detail to allow the participating agencies to proceed with plan development, and to achieve the following objectives: 1 . Identify the general objectives to be achieved in developing the area and to identify specific development objectives and an implementation strategy. The intent is to consider the intensification of land uses in the vicinity of the BART Station while maximizing access opportunities to BART patrons. 2. Review circulation patterns to determine if they are suited to handle the anticipated traffic of BART and a density future around the station. 3. Consider modifying existing commercial areas to provide access and aesthetically pleasing relationships to the BART Station. 4. Review the design of the BART Station parking and support areas (the station main facilities are set) to determine if modifications are desirable to integrate the station with adjacent land uses. 5. Assess the potential for private development to occur on and around BART's property to include: -2- a) An identification of the most appropriate land uses and site configurations for both private development and the provision of transit functions, particularly with respect to the interface between private development and the transit functions. b) An assessment of the feasibility of private development on and around BART property. c) Development of a schedule for implementing private development on and around BART property. d) An assessment of the financial and non-financial return to BART from private development occurring on its property. e) An assessment of the policy implications associated with the preferred land use option. f) An assessment of the design alternatives to better integrate Bart into the community. 6. Identify and evaluate alternative strategies to secure private development on BART and City property, including a joint County, City and BART property solicitation, and select and refine the most effective strategy. 7. Analyze the effects of land use options depending on if access to BART's Station is from both the south and the north of State Route 4 or is restricted to South of that freeway. 8. Determine necessary public facilities, open space and infrastructure improvements to encourage a positive pedestrian experience. 9. Prepare Design Guidelines to create an aesthetically pleasing visual character consistent with the preferred land use alternative for inclusion within the Specific Plan. B. PRODUCT: The consultant will undertake the following specific tasks, including text and diagram(s) which specify all of the following: -3- 1 . OPPORTUNITIES AND CONSTRAINTS a) A qualitative analysis of existing circulation with emphasis on improving patterns to best serve the goals of the Specific Plan. This will include a review of circulation patterns through the area and to the BART Station areas. Work with the County and Pittsburg Transportation Planning and Public Works staffs, and to create buildout analysis for alternatives to be tested using the sub-regional model being formulated by the Contra Costa County Transportation Authority. Include Consideration of the East Bay Regional Park District (EBRPD) regional trail which will cross the area in an east-west direction. Consider bike access to the BART Station. b) A market feasibility of alternative land uses within the broad context of the opportunities and constraints analysis which includes commercial/retail, commercial recreation, multiple family residential, and open space in the area. c) An analysis of the feasibility and ease of implementing the alternatives. 2. DRAFT SPECIFIC PLAN a) Based on the selected land use alternative a draft specific plan will be prepared. The Specific Plan will included a statement of the relationship between the Specific Plan,the Contra Costa County General Plan and the Pittsburg General Plan and any proposed amendments. b) A program of implementation measures including regulation, programs, public works projects, redevelopment projects, open space/recreation projects, and financing measures necessary to carry out the program provision described in the Specific Plan. c) Identification of each respective governmental agency's role and specific tasks necessary to implement the plan. This discussion will provide the basis for amending existing redevelopment plans, if necessary, to permit participation in the redevelopment effort. C. AN ENVIRONMENTAL IMPACT REPORT Based on the above the Draft Specific Plan and EIR shall be prepared and completed according to State law and local guidelines. -4- IV. PROJECT DIRECTION Project direction will be under the control of a policy committee of participating agencies. It's exact format has not been decided but will be by the pre- consultant selection conference. Day to day direction will be by County staff, with participating agencies meeting regularly with the consultant to give staff input. V. PROPOSAL SUBMITTAL A written proposal (8 copies) of how the consultant would manage this assignment shall be delivered no later than 5:00 p.m. on to Jim Cutler, Assistant Director of Comprehensive Planning Contra Costa County Community Development Department 651 Pine Street, 4th Floor - North Wing Martinez, CA 94553 (510) 646-2034 To Include: a) A statement of overall approach in providing the professional services required. b) An itemization of all services to be provided and their cost; including staff coordination and public meetings. c) A schedule of hourly rates to be charged for contracted work. d) A schedule for completion of conceptual and final plans. e) A list of sub-consultants to be used, the nature of their services and statement of their qualifications and references. f) A statement of qualifications, experience and references for preparing specific plans or similar planning studies. g) The name of the consultant's Project Manager and employees who will be assigned to work on the project. V. PROJECT SCHEDULE The proposal should include a breakdown of timeline with associated tasks. Staff anticipate the project commencing no later than . 1995, with a draft sufficient to commence CEQA review not later than six months from start- up. -5- VI. PROJECT COST Cost for services should not exceed $250,000. VII. CONSULTANT SELECTION Consultant selection shall be determined by a committee made up of staff representatives of the Contra Costa County Community Development and the Redevelopment Agency, Pittsburg, and BART. Proposals will be reviewed using the following criteria: 1 . Overall experience and reputation of the firm(s) relative to preparing specific plans; 2. Ability to meet timing requirements of project; 3. Experience with projects of a comparable size and complexity; 4. Acceptability of the firm to the selection committee; 5. Estimated total project cost; and 6. The County's Minority Business Enterprise and Women Business Enterprise goals. A pre-consultant selection meeting with staff will be held with interested consultant teams at Interviews will be scheduled as necessary.
