FISCAL IMPACT None . BACKGROUND/REASONS FOR RECOMMENDATIONS When the Board of Supervisors approved the Land Use Permit for Shell Oil Company' s Clean Fuels Project (County LUP #2009-92) , the Board specified that the Zoning Administrator' s decision regarding several conditions of approval be placed on the Board' s consent calendar for ratification. As directed by the Board at the October 4, 1994 meeting, the County Zoning Administrator' s decision discussed herein has been placed on the Zoning Administrator' s agenda for August 7, 1995. Any comments received at t meeting will be forwarded to the Board. Shell Oil Company completed the required study for the Lubricants Hydrotreater-2 and the Recovered Oil Tank. This information was evaluated by the Risk Management and Prevention Program Team of the Health Services Department. Their review included a detailed examination of the hazard analyses and off-site consequences as well as scrutiny of all the programs or aspects of the Company (e.g. , operating procedures, preventive maintenance programs and operator training) which are designed to prevent or mitigate accidents or process anomalies . The review included document assessments, management and operations personnel interviews and inspection of the unit to verify that it conforms to the design developed. The Health Services Department made recommendations to reduce the probability or severity of accidents of the Lubricants Hydrotreater-2 (refer to the attached HSD memorandum) . These recommendations were accepted by the Zoning Administrator and will be required of Shell Oil . The Health Services Department will conduct follow-up field inspections to ensure that construction conforms to the design specified, and that all recommendations identified have been followed. Pascall r , Deputy Director Health Services Depa ent, Hazardous Materials Division SUBJECT: CONSENT ITEM FOR SHELL REFINERY CLEAN FUELS PROJECT, CONDITION #22, RECOVERED OIL TANK Executive Summary: The Contra Costa County Health ' Services Department (CCCHSD) Hazardous Materials Risk Management and Prevention Program Team has completed the Clean Fuels review for the Shell Martinez Manufacturing Complex's Recovered Oil Tank, scheduled startup date of September 1. Shell submitted a summary of the Recovered Oil Tank's HazOp to your office on March 30, 1995 with a copy to CCCHSD. Process Description: The Recovered Oil Tank is located in the northeastern portion of the Shell Martinez Manufacturing Complex. The purpose of the Recovered Oil Tank is to store recovered oil and to separate the aqueous phase and the hydrocarbon phase. The hydrocarbon phase is recovered and the aqueous phase is treated. . The Recovered Oil Storage Tank is a new tank that will be interchangeable with two existing tanks. The recovered oil is transferred into the new tank which has a gravity discharge. The existing additive system will be used for treating the aqueous phase and helping to separate the aqueous phase from the hydrocarbon phase. There is a new sulfuric acid system that will be used with this tank. CCCHSD Findings: My staff has performed a detailed line-by-line review of the Hazard and Operability (HazOp) study performed for the Recovered Oil Tank. Design of safety systems as well as operational and maintenance issues have been addressed. Additionally, my staff has inspected the unit to verify that the construction so far conforms to the design specified. Pascalli, r Deputy Director Health Services Depa e , Hazardous Materials Division SUBJECT: CONSENT ITEM FOR SHELL REFINERY CLEAN FUELS PROJECT CONDITION #22, FOR THE LUBRICANTS HYDROTREATER -2 Executive Summary: The Contra Costa County Health Services Department (CCCHSD) Hazardous Materials Risk Management and Prevention Program team has completed the Clean Fuels Project review for the Lubricants Hydrotreater-2 (LHT-2). Shell plans to start-up LHT-2 about October 16, 1995. Shell submitted a summary of the Hazard and Operability Study (HAZOP) to you and CCCHSD on June 19, 1995. Process Description: The LHT-2 will process low viscosity index(VI) lubricating oils and upgrade them to medium viscosity index quality. This is done by heating the low VI oils and saturating aromatic compounds with hydrogen over catalyst in a reactor. Sulfur, nitrogen and oxygen content of the lubricating oil is also reduced. CCCHSD Findings: My staff has performed a detailed line-by-line examination of the LHT-2 HAZOP study that included our reviewing the design of safety systems as well as operational and maintenance issues. Additionally, my staff has field checked the unit, which is still under construction, to verify that it basically conforms to the design presented in the HAZOP. 4333 Pacheco Boulevard • Martinez, Califomia 94553 • (510)',646-2286 We fmd that the Shell HAZOP adequately identifies process hazards and recommend that the following be added to the mitigations identified by Shell: • Add a check valve between the FV-63 connection and V-13004 • Add a low flow alarm to the make-up hydrogen supply • Car seal open block valves on thermal relief restricting orifices My staff will perform a follow up review, consistent with Condition #23 of the Land Use Permit, to ensure that all mitigations identified have been implemented. Conclusion: We recommend approval of the HAZOP study for the Lubricants Hydrotreater-2.
