Buck, County Probation Officer yi ,a Costa County DATE: f°riCo _ July 7, 1995 SUBJECT: ADMINISTRATIVE FEE FOR PARTICIPATION IN THE PROBATION DEPARTMENT' S JUVENILE COMMUNITY SERVICE PROGRAM SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION That the Board of Supervisors set the Administrative Fee for minors who participate in the Probation Department ' s Juvenile Community Service Program not to exceed the amount of $25 . 00 . BACKGROUND The Juvenile Community Services Program is offered to juveniles arested and referred to the Probation Department as an alternative to court appearance and formal "charges" and as an alternative for the Juvenile Court when determining an appropriate disposition of a matter at hand. Minors offered this opportunity are assigned to work crews of six to eight youth who perform work for the community at parks, schools and municipality sites under the supervision of Probation Department employees . The Probation Department arranges the work site schedule, provides liaison with the site managers and grades youth on their performance. The Department provides transportation to work sites and any tools needed to perform the work, typically hand tools, shovels, hoes, etc . The Juvenile Community Service Program is not mandated by law, but provides a valuable service to 1, 000 juveniles held accountable for minor delinquencies . As the Probation Department has been required to reduce its costs, it has been necessary for the program to become more self supportive financially. These contract fees will be increased to move the program closer to self sufficiency. In the preparation of the Probation Department budget for 1995- 96, it was proposed that the program' s supervisory position be eliminated to save $70, 000 in County cost . The County Probation Officer proposed increases in the program' s revenues as an alternative. These proposed fees are one of the revenues needed. Heretofore the youth participants have not been assessed any fee for their participation. It is suggested that a fee of $25 . 00, to be paid by the juvenile at the time of admission to the program, would be appropriate . This fee will defray costs for transportation and tools . The fee would be a flat fee asssessed to all regardless of the days worked or their success or failure in the program. In addition to offsetting costs, the Probation Officer feels this fee will further impress the minors with a sense of responsi- bility and accountability for their behavior. We expect in many cases the minors may need to borrow the fee from their parents or others and repay them. In such cases wherein the staff determine the minor has no means to pay the fee, it will be waived and the minor will still be able to participate. It is anticipated that this fee 'will generate annual revenues of $10, 000 to $15, 000 and help assure continuation of the program. j12/jcspfee1.wp NOTICE OF PUBLIC MEETING AND AVAILABILITY OF DATA The Contra Costa County Board of Supervisors will hold a public meeting on August 1, 1995 at 9 :45 a.m. in the Board of Supervisors Chambers, MCBrien Administration Building, 651 Pine Street, Martinez, California, to consider an administrative fee for participation in the Juvenile Community Service Program by the Probation Department . Oral and written presentations on the 'levying of such a fee will be considered at the meeting. At least ten (10) days prior to August 1, 1995, data indicating the proposed fee, the cost or estimated cost of providing the services for which the fee will be levied and the revenues anticipated will be on file in the office of the Clerk of the Board of Supervisors, located at the above address, Room 106, and will be available there for public inspection. Names of persons to contact for more information about specific fees will also be on file.
