IN THE BOARD OF SUPERVISORS
OF
CONTRA COSTA COUNTY, STATE OF CALIFORNIA
In the Matter of )
Campaign Reform ) October 11 , 1983
This being the time fixed for Board discussion on the
subject of campaign reform and Board members having expressed
their individual points of view relative to the campaign reform
issues ; and
Supervisor Torlakson , Chairman of the Ad Hoc Committee
on Campaign Reform, having reviewed certain portions of the pro-
posed ordinance drafted for the Board' s consideration by said
Committee , and on which this Board has previously held public
hearings ; and
Supervisor Fanden having moved approval of the report
of the Ad Hoc Committee on (County) Campaign Reform and intro-
duction of the proposed campaign reform ordinance as presented by
the Committee , and there being no second to Supervisor Fanden 's
motion, the Chairman ruled the motion dead for lack of a second ;
and
Supervisor Torlakson having moved adoption of the Code
of Fair Campaign Practices as presented by the Committee , and
Supervisor Powers having seconded the motion , the Code of Fair
Campaign Practices was approved unanimously subject to subsequent
enactment of an ordinance providing for its use along the lines
of Article 8 in the proposed ordinance ; and
Supervisor Torlakson having moved approval of Section 4-3
of the proposed ordinance providing for an additional campaign
statement to be filed five days prior to any election for those
county offices covered by any subsequently enacted ordinance , and
Supervisor Powers having seconded the motion , the motion was
approved unanimously; and
Supervisor Torlakson having moved adoption of Section 4-2
of the proposed ordinance providing for disclosure of all contribu-
tions from an individual person which cumulatively total 150 or
more, and Supervisor Fanden having seconded the motion , the motion
failed to carry by the following vote :
AYES : Supervisors Fanden, Torlakson
NOES : Supervisors Powers , McPeak , Schroder
ABSENT: None ; and
Supervisor McPeak then having moved adoption of Section
4-2 with an amendment providing that the disclosure limit shall be
$100 , or whatever amount may in the future be set by the State Fair
Political Practices Commission , and Supervisor Powers having
seconded the motion , the motion passed by the following vote :
AYES: Supervisors Powers , McPeak, Schroder
NOES : Supervisors Fanden, Torlakson
ABSENT : None ; and
Supervisor Torlakson having moved that notwithstanding
Section 1-4 of the proposed ordinance, the definition of "in-kind
contribution" in any subsequently enacted ordinance exclude the
value of office space and equipment used in the course of a cam-
paign, and Supervisor Powers having seconded the motion, the
motion was approved unanimously; and

Supervisor Fanden having moved to include in any subse-
quently enacted ordinance a campaign contribution limit of $250
for a four-year period with provision being made for run-off or
recall elections , and Supervisor Torlakson having seconded the
motion, the motion failed to carry by the following vote :
AYES : Supervisors Fanden , Torlakson
NOES : Supervisors Powers , McPeak , Schroder
ABSENT: None ; and
Supervisor Powers having moved that notwithstanding
Section 1-4 of the proposed ordinance , the definition of "contribu-
tion" in any subsequently enacted ordinance exempt from limitation
$10 ,000 in either cash or loans raised during the six-month period
prior to the initial reporting deadline , and Supervisor Schroder
having seconded the motion, the Board by consensus agreed to table
the motion and request the County Registrar to return to the Board
with proposed language on the question of raising seed money and
provision for loans ; and
Supervisor Powers having moved approval of Section 3-2 (a)
of the proposed ordinance providing a limit of $15 ,000 on the
aggregate of contributions accepted from Political Action Committees
(PAC 's) , and Supervisor Fanden having seconded the motion , the
motion was approved by the following vote :
AYES : Supervisors Powers , Fanden, Torlakson, Schroder
NOES : Supervisor McPeak
ABSENT : None ; and
Supervisor Fanden having moved to require independent
committees and Political Action Committees domiciled outside this
County to file reports in this County if they contribute funds for
or against candidates in this County, and Supervisor Torlakson hav-
ing seconded the motion , and the Board by consensus having agreed
to add to the motion a referral to County Counsel and the Assistant
County- Registrar to provide an opinion on the extent to which the
Board can enforce such reporting, as moved by Supervisor McPeak and
seconded by Supervisor Powers , the motions were approved unanimously;
and
Supervisor Torlakson having moved to approve Article 5 of
the proposed ordinance as amended to delete Section 5-2 (d) and by
substituting for the proposed language in Section 5-2 (a) the follow-
ing : "that member designates the committee as a committee to collect
funds for another public office" , and Supervisor McPeak having sec-
onded the motion, the motion was approved unanimously; and
Supervisor Powers having moved to request the County
Administrator to determine what county office should be assigned the
monitoring and enforcement activities outlined in Section 7- 8 of the
proposed ordinance in lieu of having a local Fair Political Practices
Commission , and Supervisor Torlakson having seconded the motion , the
motion was approved by the following vote :
AYES: Supervisors Powers , McPeak , Torlakson, Schroder
NOES: Supervisor Fanden
ABSENT : None ; and
Supervisor Torlakson having moved approval of Section 8-4
which would require the County Clerk, at the close of the nomination
period, to publicize the names of those candidates who have and have
not subscribed to the Code of Fair Campaign Practices , and Supervisor
Powers having seconded the motion , the motion was approved
unanimously; and

Supervisor McPeak having moved that the Board declare its
intention to apply the ordinance , when adopted, to all elected
offices in the County, and Supervisor Torlakson having seconded the
motion, the motion was approved unanimously.

an action taken and entered on the minutes of the Board of Super-
visors on the date shown .
