DETERMINE that the Child Abuse Task Force is to begin work by October 1, 1995 and that it will sunset effective June 30, 1996 unless the Board takes action to continue its existence beyond that date. 5. APPROVE the attached statement of the Purpose of the Task Force, the Charge to the Task Force and the Statement of the Scope and Responsibility of the Task Force. ` 6. REQUEST the County Counsel to provide the Family and Human Services Committee with an opinion regarding what liability individuals may face who testify before the Task Force and in doing so voluntarily reveal otherwise confidential information regarding their or their child's juvenile, adoptions, foster care, protective services, domestic relations or criminal case or records. BACKGROUND: On June 6, 1995, the Board of Supervisors approved a report on this subject from our Committee. Among the recommendations approved by the Board was the formation of a 14 member Blue Ribbon Task Force on Child Abuse Issues. In addition, the Board approved the following recommendations: 3. AUTHORIZE the Family and Human Services Committee to consider, on July 24, 1995, the proposed purpose and scope of the Task Force's roles and responsibilities and RECOMMEND a purpose and scope for the Task Force to the Board of Supervisors on August 1, 1995. 4. REQUEST the County Counsel to provide the Family and Human Services Committee with a report on constraints which should be placed on the work of the Task Force in order to avoid any unintended breech of confidentiality and any other related advice the County Counsel wishes to provide to the Committee. On July 24, 1995, our Committee met with Judges Spinetta and Haight, Sheriff Rupf, Danna Fabella from the Social Service Department and a number of concerned parents and agency representatives. Nominations have been received for most of the seats which are nominated by one individual or organization. We believe it is, therefore, appropriate for the Board of Supervisors to confirm those appointments. For those seats where there are multiple applicants, our Committee intends to conduct interviews on September 11, 1995 and will have additional recommendations to make following those interviews. During our meeting on July 24, 1995 it was suggested that the schools are vital to child abuse reporting and need to be represented on the Task Force. Judge Haight also suggested that in many cases there is overlap between the Social Service and Probation Departments and both need to be represented on the Task Force. We are, therefore, recommending that these two additional seats be included on the Task Force. We reviewed and revised the statement of the Purpose of the Task Force, the Charge to the Task Force, and the statement of the Role and Responsibilities of the Task Force. We believe they are now ready for the Board's approval. 2 HS-02 We anticipate that the Task Force can begin meeting about October 1, 1995 and should need only about nine months to complete its work. CONTRA COSTA COUNTY JUVENILE SYSTEMS PLANNING County Administration ADVISORY COMMITTEE Building, 10th Floor Martinez, CA 94553 CHRIS ADAMS, Chair (510) 646-4855 JSPAC is responding to the three questions posed by the Family and Human Services Committee regarding family and children's issues and the relationship to advisory bodies. We have chosen to answer the questions in a narrative as it was difficult for us to separate our comments because of the interrelationship between the questions. We hope that the following will be useful in your deliberation of this matter. Family and Children Services are being addressed by a number of advisory bodies in Contra Costa County. We realize that some of these bodies are required by law, others at the discretion of the Board of Supervisors. We are also aware that the Board of Supervisors has chartered the Policy Academy to improve the effectiveness and efficiency of systems and services that affect the health and welfare of children and families. We are very cognizant of the importance of staffing these bodies in order for their charter to be realized. JSPAC would have been unable to have produced the Continuum of Care without the resources provided through the County Administrators office as well as the abundance of volunteer hours of the Committee. However, Contra Costa County is limited in the amount of resources available and each new committee or task force requires some support from county staff. During the course of the last three years, we have discovered what appears to be duplication and overlaps of efforts. An example of possible duplication would be the establishment of a Violence Task Force. The Board might consider having the current CCC Gang Task Force, Juvenile Justice/Delinquency Prevention Commission or another advisory body be charged to deal with this issue. Another example is the new Child Abuse Task Force. Is not there a Child Abuse/Prevention Council? Many committees involve the same people, include the same experts and look at similar if not the same issues. It is difficult to find people willing to devote the time to attend meetings on a regular basis. Some appointed members attend sporadically diffusing their effectiveness. Our understanding of the purpose of the Policy Academy was to provide the impetus for the County to deliver children and family services in an integrated, collaborative model. This model should be used for advisory bodies, also. It has taken many focus groups and needs assessments to determine what the issues are and how best to address those issues. It is apparent by the grants that JSPAC has applied for that the model for obtaining funds is the collaborative, integrated model. We would suggest that an inventory of existing charters of committees dealing with children or families be reviewed before a new task force or committee is formed. An excellent example of this integrated approach was the decision to make the Policy Academy the planning body for the Family Preservation/Support Initiative. The integrated, collaborative approach to addressing children and family issues should be systemwide. In this way, Contra Costa County can better use scarce resources to provide more effective and efficient solutions to problems. ATTACHMENT #3 A. What is the best way to provide priority setting and policy advice to the Board of Supervisors on family and children's issues? The Child Care Task Force represents all segments of Contra Costa County population and child care impacts all services of the county i.e. juvenile justice, employment, education, training. As the County Task Force, we are able to influence the actions of cities within the county. Child Care is the bridge for families to climb out of crisis into other areas of the community. Other committees have a narrower focus. - bi-annual written report of status of child care in Contra Costa County with priorities suggested, and periodic updates related to legislation being considered - strong autonomous advisory committees are needed for forwarding necessary information for the Board to act B. How can services be best delivered, and what changes are needed? - integration of services in county departments has improved efficiency and effectiveness, however, the segment of child care providers is still missing from discussions around integrated support and planning for families - working relationships between county srvices and-providers needs to be strengthened i.e. Child Protective Services relationship with child care providers - Child Care Task Force has an obligation to keep providers as well as the community at large well informed regarding child care issues C. How would advisory board recommend reorganization of process by which Board of Supervisors receives advice and priority sertting suggestions? THE RIGHT TO CONFRONT THEIR ABUSER BUT WITH PROTECTION Each child victim should have the right to testify with permission from their therapist, so they can feel empowered to confront their Abuser with the truth of the assault. However, the Courts, Prosecutors and GALS will be innovative via the use of TV and media technology to protect the child from further abuse and the threats within the courtroom. 7. THE SAME EXPECTATION OF ADULT VICTIMS TO HAVE LAWBREAKER PUNISHED child victims should have the same rights as adult victims to have lawbreakers punished, and not to have their sentences be less because the victim was a child or a fancily member. What is the best way in which the advisory body believes it can provide priority setting and policy advice to the Board of Supervisors on family and children's issues? The advisory body is comprised of volunteers who are advocates for the underserved. It is most important that the advisory body works with the Department that it represents and that there is a regular rapport with the Department and the Board of Supervisors. The advisory body can assist with or give feedback on data gathering. It can bring current trends to the attention of the Department/Board of Supervisors, as well as, related issues that are of concern in the community. The advisory body lends credibility to these health concerns/issues, by acting as an advocate/voice for the people in the community. B. How does the advisory body believe the County can best deliver family and children's services to the citizens of the County and what changes does the advisory body believe are needed in order to achieve that. "best" service delivery methodology? The county can best deliver services to families and children by following the guidelines recommended in the Maternal and Child Health (MCH) plan. The MCH programs are required by the State to have an annual plan and evaluations to ensure that funds are being well utilized. The State provides global direction, but the County chooses what we need to do to meed our specific needs. The advisory body reviews the plan -- a forum was held this year to solicit input from county programs, community based organizations and county residents, especially advisory body members. The advisory body may need to change its make-up. It is becoming increasingly more important to have representation from citizens who have received or need to receive services. C. How would the advisory body recommend reorganizing the process by which the Board of Supervisors receives overall priority setting and policy advice from its advisory boards, committees and commissions in the family and children's area? Establish a new group or forum that consists of the chairs of advisory boards from the different departments who come together to share issues that overlap and discuss how they can work together, share resources and make joint recommendations to the Board of Supervisors. Unlike the past Council of Chairs, this group should not be used only for budget issues. Explore the possibility of this group of chairs interacting with the Policy Academy, even if it is something as simple as an exchange of meeting minutes. Set up an organized process of sharing information, where protocols are followed - i.e. a forum where 'everyone' brings issues to the table (the Board of Supervisors, the advisory bodies, Departmental Staff) - make the basic premise of the forum to share ideas.
