RECOMMENDED ACTION: RECEIVE information regarding the El Pueblo Resident Council's successful application for$1.00,000 in Tenant's Opportunity Program Grant(TOP)funding from the U.S.Department of Housing and Urban Development. II. FINANCIAL IMPACT: The El Pueblo Resident Council will receive$100,000 over a 36-month period in TOP Grant funding,which seeks to provide opportunities for residents of CA011005,El Pueblo,Pittsburg. III. REASONS FOR RECOMMENDATIONBACKGROUND The El Pueblo Resident"Council,CAO 11005,Pittsburg,has received telephone notification from Washington,D.C. that its Tenant's Opportunity Program(TOP)Grant Application has been funded. The Resident Council developed a 36- month,$100,000 proposal,which focused on improving the El Pueblo housing environment,emphasizing self-management and resident self-sufficiency. Opportunities for residents will be provided in three areas: Resident Management;Resident Business Development;and,Youth Apprenticeships. Resident Management During the initial year of the grant,a feasibility study will focus on self-management and identify steps involved in becoming a Resident Management Corporation. The next phase of the grant includes the development of a five-year plan and training in self management,board responsibilities,occupancy,co-managment,screening,fair housing,financial management, site maintenance and other property management functions. By the end of the grant the Resident Council plans to have negotiated a contract with the Housing Authority that enables the Council to assume responsibility for at least one property management function. Resident Business Development At least ten residents are targeted to receive training in basic business development/entrepreneurship and two of the ten completing that training are expected to develop a financing plan to start up a specific business proposal. Youth Apprenticeships " A Youth Advisory Board will be created focusing on the needs of the youth of El Pueblo. The Resident Council will also develop a Youth Apprenticeship Program to compliment the business development components of the proposal.
