BACKGROUND/REASONS FOR RECOMMENDATIONS When the Board of Supervisors approved the Land Use Permit for Shell Oil Company' s Clean Fuels Project (County LUP #2009-92) , the Board specified that the Zoning Administrator' s decision regarding several conditions of approval be placed on the Board' s consent calendar for ratification. As directed by the Board at the October 4, 1994 meeting, the County Zoning Administrator' s decision discussed herein has been placed on the Zoning Administrator' s agenda for July 31, 1995. Any comments received at e meeting will be forwarded to the Board. Shell Oil Company completed the required study for the Cracked Depentanizer Unit . This information was evaluated by the Risk Management and Prevention Program Team of the Health Services Department. Their review included a detailed examination of the hazard analyses and off-site consequences as well as scrutiny of all the programs or aspects of the Company (e.g. , operating procedures, preventive maintenance programs and operator training) which are designed to prevent or mitigate accidents or process .anomalies . The review included document assessments, management and operations personnel interviews and inspection of the unit to verify that it conforms to the design developed. The Health Services Department made recommendations to reduce the probability or severity of accidents (refer to the attached HSD memorandum) . These recommendations were accepted by the Zoning Administrator and will be required of Shell Oil . The Health Services Department will conduct follow-up field inspections to ensure that all recommendations identified have been followed. Pascal i, Deputy Director Health Services Departm azardous Materials Division SUBJ.:CONSENT ITEM FOR SHELL REFINERY CLEAN FUELS PROJECT CONDITION#22, FOR THE CRACKED GASOLINE DEPENTANIZER (PREVIOUSLY NAMED THE LIGHT GASOLINE TREATER(LGTR)) Executive Summary: The Contra Costa County Health Services Department (CCCHSD) Hazardous Materials Risk Management and Prevention Program team has completed the Clean Fuels Project reviews for the Shell Refinery Cracked Gasoline Depentanizer (CGDP). Shell plans to start up the CGDP on August 28, 1995. Shell submitted a summary of the CGDP Hazard and Operability Study(HAZOP)to you and CCCHSD on May 10, 1995. Process Description: The Cracked Gasoline Depentanizer (CGDP) will split Catalytic Cracking Unit (CCU) Pentanes (top Product) from CCU Gasoline Column feed (bottom product). The Pentanes are routed to storage (Pentane Spheres) for subsequent blending to finished gasoline or sales via rail cars. The bottoms product is routed back to the CCU Gasoline Column for further fractionation and treating. Additionally, the Cracked Gasoline Depentanizer reduces sulfur and other chemical compounds in the Pentane stream. This process is accomplished with the placement of catalyst inside the top-most part of the column and the introduction of hydrogen into the column. CCCHSD Findings: My staff has performed a detailed line-by-line review of the CGDP HAZOP Study which included our reviewing the design of safety systems and operational and maintenance issues. Additionally, my staff has inspected the unit to verify that it conforms to the design developed. 4333 Pacheco Boulevard • Martinez, California.94553 0 (510) 646-2286 i We find the Shell HAZOP adequately identifies process hazards and mitigations, and that additional equipment is not needed. Prior to startup Shell has agreed to provide us the following material so we can ensure Shell has evaluated two equipment changes and has certain procedures in place: • Management of Change documentation for the catalyst sampling system at the CGDP, and the CGDP Feed Pumps at the existing Catalytic Cracking Unit. • Step by step testing procedures for Class III Protective Instrumentation • Startup procedure that includes testing of Class IV Protective Instrumentation , process control valves, and two shutdown systems, i.e., Reflux Pump low Accumulator level shutdown and Compressor low lube oil pressure shutdown. My staff will perform a follow up review, consistent with Condition#23 of the Land Use Permit, to ensure that all mitigations identified by Shell and the pre-startup reviews listed above are complete. We will submit a report of the follow-up review to the Zoning Administrator before startup. Conclusion We recommend approval of the HAZOP study for the Cracked Gasoline Depentanizer. Attachment
