Bragdon Director of Community Development DATE: August 1, 1995 SUBJECT: Contra Costa County Emergency Shelter Grant Program, FY 1995 SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS ALLOCATE FY 1995 Emergency Shelter Grant (ESG) funds and AUTHORIZE the Deputy Director-- Redevelopment or his designee to enter into FY 1995 ESG contracts for the following projects: (1) Homeless Emergency Shelters -- operating expenses for the Central County and Brookside Homeless Shelters, sponsored by the Health Services Department ($100,000); (2) Transitional Housing for HIV/AIDS Population-- operating expenses for Amara House in West County for homeless persons with HIV/AIDS sponsored by Catholic Charities of the East Bay ($10,000); and (3) 24-Hour Homeless Hotline-- start-up and operating expenses for a toll-free countywide homeless hotline sponsored by Crisis and Suicide Intervention($18,000). FISCAL IMPACT No General Funds are involved. ESG funds are allocated to the County by formula through the U.S. Department of Housing and Urban Development (HUD). Garnett) SUPERVISORS AND COUNTY ADMINISTRATOR Community Development file D6.4(b)(3)(i) BY ,DEPUTY BACKGROUND/REASONS FOR RECOMMENDATIONS Contra Costa County receives federal Emergency Shelter Grant (ESG) funds on an entitlement basis for use in funding emergency homeless shelter operations and related services, and homeless prevention activities. The County's FY 1995 allocation is$128,000. ESG funds are allocated through a competitive application process administered by the Community Development Department (CDD). A Notice of Funding Availability(NOFA)was sent to 24 public agencies and nonprofit housing and homeless service providers active in Contra Costa County. CDD received 6 applications requesting a total of$251,253 in ESG funds. Attachment A contains a brief summary of applications received. Projects were evaluated and funding recommendations developed using the following criteria: • Consistency with County homeless shelter and service priorities; • Eligibility under federal regulations; • Alleviation of homeless needs; • Degree to which the project serves the target population; • Project feasibility and cost-effectiveness; • Proposed matching funds and ability of the project to leverage other resources; • Capacity of project sponsor; and • Project readiness. The following projects are recommended for funding: • Homeless Emergency Shelter Operation -- As proposed, the County Health Services Department (HSD) will use ESG funds ($100,000) for operating expenses at the Central County and Brookside Emergency Shelters with a combined capacity of 116 emergency shelter beds. The County shelters serve a critical need through the provision of emergency housing and services to very-low income homeless populations in a cost-effective manner ($830 per shelter bed per month). In addition to shelter, residents are assigned a Case Manager and provided with support services designed to assist the homeless to achieve an independent living status. • Transitional Housing for Persons with HIV/AIDS -- Catholic Charities of the East Bay (CCEB)has proposed to use ESG funds ($10,000)to provide operating support for Amara House, a group home for up to six very-low income homeless persons with HIV/AIDS in unincorporated West County. Amara House was established in 1992 under a State of California demonstration program. .CCEB was previously awarded an allocation of FY 1994 County Housing Opportunities for Persons with AIDS (HOPWA) funds in order to acquire Amara House. In addition to providing affordable housing, the goals of Amara House include assisting residents to obtain permanent housing or become reunited with family and friends, increasing the skills and income of the residents, and helping residents achieve greater self-determination. • 24-Hour Homeless Hotline -- Crisis and Suicide Intervention (CI) will use ESG funds ($18,000) to operate a toll-free, 24-hour countywide homeless hotline. In addition to immediate crisis counseling the hotline will provide referrals to county emergency homeless shelters, housing programs, and services for the homeless and at-risk populations. By operating on a 24-hour basis, the hotline will increase the efficiency with which existing resources (shelters and services) are utilized, and result in a lower shelter vacancy rate.
