RECOMMENDED ACTION: A. APPROVE and AUTHORIZE the Community Services Director, or her designee, to execute on behalf of the County, FY 1993-94 Novation Contracts with PATHS Research and Demonstration Project service providers (contractors) which replace the previously approved and executed contracts to accurately reflect the intent of both parties and eliminate the overlap between the FY 1993-94 and FY 1994-95 contracts. FINANCIAL IMPACT: A. The FY 1993-94 contracts were included in the Community Services Department's Budget for Fiscal .Year 1993-94 and were funded entirely from a Homeless Families Support Services Demonstration Grant from the U. S. Department of Health and Human Services, Administration for Children and Families (Grant Number 90EX0009/02). B. The FY 1994-95 contract with Paradigm Innovations, Inc. was included in the Community Services Department's Budget for Fiscal Year 1994-95 and was funded entirely from a Homeless Families Support Services Demonstration Grant from the U. S. Department of Health and Human Services, Administration for Children and Families (Grant Number 90EX0009/03). REASONS FOR RECOMMENDATIONS/BACKGROUND: On October 19, 1993 the Board approved and accepted a grant with the Department of Economic Opportunity in the amount of $250,000 for the Pittsburg Alliance of Technology and Homeless Services (PATHS) Project and authorized contracts with service providers for a total amount of $137,500 for the four subcontractors. On September 27, 1994 the Board approved contract amendment agreements with the four PATHS service providers to extend their FY 1993-94 contracts from September 29, 1994 through March 31, 1995, to permit contractors to expend remaining FY 1993-94 grant funds to provide homeless services to program-eligible individuals and families residing in East Contra Costa County. By separate Board Order, on September 27, 1994, the Board accepted FY 1994-95 PATHS grant funds in the amount of$240,850 for the period September 30, 1994 through September 29, 1995 and authorized the Community Services Director to execute contracts with the PATHS service providers for a total amount of $118,125 for the four subcontracts, from September 30, 1994 through September 29, 1995. The contract amendments extending the FY 1993-94 contracts through March 3, 1995 were the result of the grantor requiring extensions to allow use of the remaining FY 1993-94 funds rather than allowing the funds to be rolled over into the FY 1994-95 contracts. With the FY 1994-95 contracts effective September 30, 1994, this created an overlap of the two fiscal year contracts for each service provider. This has created problems with the contracts, as it is inappropriate for a contractor to have two separate contracts with the County for identical services with an overlap in the time period. Approval of novation contracts with First Baptist Church (Pittsburg) and SHELTER of Contra Costa County will replace the 1993-94 contracts and amendments and eliminate the overlap between the two fiscal-year documents. Novation Contract #38-299 with Paradigm Innovations, Inc. for FY 1994-95 replaces the 1993-94 extension and corrects the contract payment limit from $10,000 to $12,000, the amount approved in the grant document. Approval of these documents will prevent overlap of the two fiscal year documents for each contractor and simplify accounting/auditing procedures for these contracts. Pittsburg Preschool Coordinating Council's documents were approved by the Board on June 27, 1995. DG
