July 13, 1995 cOsra cb�K� SUBJECT: National Homeless Animals' Day Proclamation - August 19, 1995 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt resolution proclaiming Saturday, August 19, 1995, as "National Homeless Animals' Day" in Contra Costa County and authorize the Chair to sign the attached proclamation submitted by the Animal Services Director. FINANCIAL IMPACT: None. REASONS FOR RECOMMENDATION/BACKGROUND: For the fourth year, the Contra Costa County Humane Society has requested that the Board of Supervisors proclaim "National Homeless Animals' Day" as part of a nationwide effort to spotlight the tragedy of the dog and cat overpopulation. CC: ATTESTED August 1, 1995 PHIL BATCHELOR,CLERK OF THE BOARD OF SUPERVISORS AND COUNTY ADMINISTRATOR BY ,DEPUTY M382 (10/88) BOARD OF SUPERVISORS CONTRA COSTA COUNTY, STATE OF CALIFORNIA NATIONAL HOMELESS ANIMALS' DAY PROCLAMATION August 19, 1995 WHEREAS, each year in public and private animal shelters across the United States some twelve to seventeen million dogs and cats are euthanized, .and WHEREAS, the reason adoptable animals are euthanized is that there are too many animals and too few responsible people to adopt them, and WHEREAS, this crisis can readily be solved by preventing the 'birth of these millions of homeless animals by spaying and neutering, and WHEREAS, the tragic situation impacts on shelter personnel and costs taxpayers in this country millions of dollars each year, and WHEREAS, dogs and cats are dependent upon humans for responsible and humane care, NOW, THEREFORE, we, the Board of Supervisors of Contra Costa County, proclaim August 19, 1995, as "National Homeless Animals' Day," and FURTHER, we hereby urge all residents to accept responsibility for the care of their dogs and cats, including having them spayed or neutered to prevent the birth of animals destined to be homeless and to be euthanized in animal shelters. Although the number of animals killed at the two Contra Costa County animal shelters has decreased greatly over the years, we are still a long way from achieving our goal of a caring, responsible home for every dog and cat that is born. Many of the animals killed would'make excellent lifelong friends and.companions. These animals are the innocent victims of human irresponsibility, indifference, or ignorance. If the killing is to stop, residents must accept full responsibility for the care of their pets, including spaying or neutering them. We have submitted a draft of the proclamation to Diane Iwasa,Animal Services Director. Please sign this proclamation. Thank you.
