SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
1 . Authorize Contra Costa County Fire Protection District Fire Chief to
implement the Inter-District Battalion serving Lafayette, Moraga and
Orinda.
2 . Approve requested personnel actions to downgrade vacant Assistant Fire
Chief positions to the operational class of Battalion Chief in the
Moraga and Orinda Districts.
REASONS FOR RECOMMENDATION/BACKGROUND:
On March 28 , 1995, there was an oral introduction and brief discussion of
creation of an operational battalion composed of fire stations and
resources located in Lafayette (Contra Costa Fire) , Moraga and Orinda with
acknowledgement that discussion of the concept would follow with the
Advisory Fire Commissions of the three Districts as well as I .A.F.F. Local
1230 .
Those discussions have resulted in the approval of the Advisory Fire -
Commissions of the Contra Costa, Moraga and Orinda Fire Protection
Districts, both expressly for the Lamorinda Battalion and for the proposed
District budgets which contain the needed Battalion Chief positions.
Since the functional integration of Moraga and Orinda Fire Districts with
Contra Costa Fire District in April 1993, administrative services have
been provided by Contra Costa Fire. Integration/standardization of fire
prevention, dispatching, training, budgeting, information systems and -
other programs have progressed successfully while discussion/studies of
organizational alternatives continue in Moraga and Orinda. Station
staffing has been maintained at pre-integration levels and augmented
during wildland fire season.
The Fire Service element of our County' s General Plan contains a goal of
five (5) minute response time by the first arriving fire company. When
multiple units are dispatched such as to a structure fire, all units
should arrive within 10 minutes, including a Chief Officer, as per

spoke on the above matter.
The Board of Supervisors accepted the report of the Contra Costa County Fire
Chief to implement an operational battalion in the Lamorinda area; and
REQUESTED the Fire Chief work with Local 1230 on this matter.

Insurance Service Grading Standards. Chief Officer coverage to the Moraga
and Orinda Districts has been provided by Contra Costa Battalion Chief One
and Duty Chief assignments . The current configuration of stations and
available Chief Officers is unbalanced and over-extended in the Moraga and
Orinda areas . This results in Chief Officer response times exceeding
desired goals .
Current configuration of stations by Battalion are:
Battalion 1 - Concord, Pleasant Hill, Walnut Creek, Lafayette
& (Moraga and Orinda)
Battalion 2 - Martinez, Concord, Clayton, Clyde
Battalion 8 - Baypoint, Pittsburg, Antioch

Reorganization of the Battalions would improve the distribution as
follows :

The new configuration of Battalions would provide 24-hour Chief Officer
coverage with enhanced response times, stabilization of fire station
staffing (minimum of three per station) , continued standardization of
the functionally-integrated Districts, leadership presence and community
liaison.
The examination for Battalion Chief, soon to be completed, will provide
promotional opportunity for Contra Costa, Moraga and Orinda personnel in
staffing the Lamorinda Battalion. Funding would be. equally distributed
between the three Districts and future decisions resulting from the
ongoing discussions/studies of organization/political alternatives in
Moraga and Orinda would not be inhibited by this action.
Vacancies currently exist in Contra Costa Fire, but Battalion Chief
positions must be established in Moraga and Orinda to carry out this
plan. Personnel actions requested on today' s agenda downgrade vacant
Assistant Fire Chiefs positions to the operational class of Battalion
Chief in the Moraga and Orinda Districts to staff the planned Battalion.
