It is imperative that I meet with you and the other Supervisors of Contra Costa County to discuss this matter immediately`\Therefore, I would appreciate your advising me of a convenient time to address this issue. Again, I respectfully request that the Board of Supervisors refrain from signing any contract with Browning- Ferris Industries until I have a chance to meet with you as a group to explain the position of the Machinists Union in this matter. As the livelihood of our members employed at Valley Waste Management's Concord and Walnut Creek facilities is at stake, we will not back off this matter until we are properly heard and the issues are clarified. Stl��A� .Tune 14, 1995 Ken Etiieringon E . 1 Browning-Ferris Industries L Li 441 North Buchanan Circle Pleasant Hill, California 94523 Dear Mr. Etherington: My conversation with you earlier this week left a void that has just been filled with information from outside sources. I was led to believe by you that the Teamsters Local 315 new"contract" deal effective March 1, 1996-covering the current employees of Valley Waste Management was to "incorporate"the current IBT collective bargaining agreement at Pleasant Hill Bay Shore Disposal to cover those affected employees. You went as far as to say our members (mechanics) could be put on a "preferential hiring list" at the IBT/Pleasant Hill Bay Shore facility when, and if, the Teamsters agree to this arrangement. I have since found out that you have agreed to a separate collective bargaining agreement, covering the soon to be ex-employees of Valley Waste Management, with Teamsters Local 315 that would continue the same wages, benefits and working conditions for those people, regardless of their work location. I was not informed of any meetings that were held with Browning-Ferris Industries and the Teamsters, Central Labor Council, Board of Supervisors, and/or Valley Waste Management. However, Teamsters Local 315 was informed of said meetings and it seems as though everyone involved has "carried the ball" for them and their members, while attempting to leave members of the Machinists Union out in the cold. Under normal circumstances I would request that you meet with me to discuss this problem. Nonetheless, due to the recent developments, this Union now demands that you meet with us for the purpose of negotiating a collective bargaining agreement for the qualified journeymen trade craftsmen (mostly heavy duty mechanics) who have spent many years learning their trade. The aforementioned members are also per capita members of the Central Labor Council of Contra Costa County and constituents of the Contra Costa County Board of Supervisors, who by copy of this letter are being asked to stand by these people and put on hold any new contract and/or awards to your company until their future is decided. Mr. Etherington, my job is to represent people--that is my only intention. In that regard I will exhaust all avenues to reverse the wrong that has been done to my members. Thank you in advance for your cooperation in this very important matter.
