SUBJECT: TRACKING THE RACE AND GENDER OF INDEPENDENT CONTRACTORS
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. ACCEPT the attached report from the Director of Human Resources on the status
of our efforts to identify and track all independent contractors, including identifying
the race and gender of each such contractor.
2. ENCOURAGE all department heads to review this report and submit all missing
data as quickly as possible so that the report is as complete and accurate as
possible.
3. REQUEST the Director of Human Resources to reformat the report, if possible, so
that all budget units for a single department are shown in sequence, rather than
alphabetically, as is now the case. -
4. DIRECT the Director of Human Resources to provide a further status report to our
Committee in three months.
BACKGROUND:
On May 23, 1995, the Board of Supervisors approved a report from our Committee on this
subject which included the following recommendations:
1. ACCEPT the attached report from the Director of Human
Resources on the effort which are underway to computerize our
ability to track the race and gender of independent contractors
who are under contract with the County.

2. DIRECT the Director of Human Resources to make a final report
on this subject to the Internal Operations Committee on July 17,
1995.
On July 17, 1995, our Committee met with the Director of Human Resources, Leslie Knight,
and Lloyd Madden from the Human Resources Department. Ms. Knight reviewed the
attached report with our Committee, noting the summary on page nine of the report, which
shows that we have identified 196 independent contractors working for the County. Some
data on individual contractors has not yet been received from the departments. We are
encouraging all departments to submit all missing information as soon as possible so that
this report will be complete.
Mr. Madden noted that the report is prepared on a monthly basis and will be current
through the most recent pay period. It was suggested that the format of the report be
adjusted somewhat so that all budget units for a single department are shown together,
rather than scattered throughout the report as is now the case.
We appreciate the work which has gone into the preparation of this report and hope that
it will now be possible to keep the report updated, current and accurate at all times. We
are asking that the department make a further report to our Committee in three months so
we can insure that the report is complete.

SUBJECT: Independent Contractors Subject To Withholding
Status Report - June 30, 1995
We are pleased to report that the attached report represents the implementation of a fully
automated system for tracking all independent contracts. The data provided includes all
information for persons who have .been retained as Independent Contractors Subject to
Withholding up to June 30, 1995. The report reflects the tabulating and gathering of the
following information for all Independent Contractors Subject To Withholding Status:
• Department
• Ethnicity and gender of contractor
• Program/Position
• Start/End date of contract
• Contract amount
• Year-to-Date Earnings
We continue to experience difficulty in receiving complete information on the questionnaire the
departments submit to the Human Resources Department. It is necessary for the Human
Resources staff to return the questionnaire to the department for completion before the data can
be entered into the system. We will be working with the department heads to resolve this issue.
