The County Library Department and Contra Costa County Employees Association,
Local No. One, have reached agreement on the creation of a single (Deep)
classification unifying the Library Assistant I and Library Assistant II job series
to the extent necessary for restoration of reversionary (bumping) rights within
the Library into the Clerical Deep Class. Transitional seniority patterns were
disrupted in June 1993 by the reallocation of all Library Clerk positions into
Clerks.
The parties have agreed that this action does not alter the current duties and
responsibilities of either Library Assistant I or Library Assistant II, but is
executed to conform to Section 20 (Deep Class) of the County Salary Regulations
and Resolution 83/1 relating to the establishment of Deep Classes; Now
Therefore:
The Contra Costa County Board of Supervisors in its capacity as governing Board
of the County of Contra Costa, and all districts of which it is the ex-officio
governing Board, RESOLVES THAT:
1 . Effective July l , 1995 the attached Side Letter between the County and
Contra Costa County Employees Association, Local No. One, dated July 14,
1995 creating a Library Assistant Deep Class is approved and adopted.

RE: SIDE LETTER ON LIBRARY ASSISTANT DEEP CLASS
Dear Ms. Falk:
This side letter between Contra Costa County and the Contra Costa County
Employees Association, Local No. One confirms agreements reached between the
parties on the creation of a single (deep) class unifying the Library Assistant I
and Library Assistant II job series to the extent necessary for restoration of
reversionary (bumping) rights into the Clerical deep class which were eliminated
by reallocation of all Library Clerk positions into that class. The parties
understand and agree that this action is not intended to alter the current duties
or responsibilities of either Library Assistant I or Library Assistant II, but is
executed to conform to requirements of Resolution 83/1 relating to the
establishment of deep classes and to Section 20 (Deep Classes) of the County
Salary Regulations.
These understandings will be signed and mutually recommended to the Board
of Supervisors for adoption by Resolution which will provide necessary authority
for implementation of the Library Assistant Deep Class.
The Parties agree as follows:
1 . The current classes of Library Assistant I (3KVA) and Library Assistant II
(3KTA) are to be combined into a single classification series with the new
title: "Library Assistant".
2. The deep class of Library Assistant will have two (2) levels of
responsibility. The lower level of responsibility will be equivalent in duties
and responsibilities to the current class of Library Assistant 1 and the
upper level of responsibility will be equivalent in duties and
responsibilities as the current class of Library Assistant II. The levels shall
be designated as "Journey" and "Advanced", respectively, and the job

specifications will be amended to reflect the creation of a single job series
(deep class) with two distinct levels.
3. The current salary range of XC-1 509 (7 steps from $1953 to $2494) for
Library Assistant I shall be retained for the journey Level of Library
Assistant. All incumbents of Library Assistant I shall retain their existing
step and anniversary date upon reallocation to the Journey Level of Library
Assistant.
4. The salary range of XC-1694 (7 steps from $2353 to $3004) shall be
utilized for the Advanced Level of Library Assistant. All incumbents of the
current class of Library Assistant II shall be reallocated at the equivalent
step (i.e. old step 7 to new step 7) in the new salary range with no change
to their existing anniversary date.
5. All layoff and displacement from the Library Assistant deep class shall be
in accordance with provisions and applications of Section 12 (Layoffs) of
the Personnel Management Regulations, Section 11 (Workforce
Reduction/Layoff/Reassignment) of the Local One MOU and Section 4
(Salary Administration-Class and Other Changes) of the County Salary
Regulations. Under these authorities, the following circumstances will be
in effect for the Library Assistant deep class.
a. Incumbents at any step of either level in the Library Assistant deep
class shall have reversionary rights computed by utilizing the top
step of the Library Assistant Advanced Level.
b. Library Assistant incumbents who hold reversionary rights into the
Clerk deep class may displace into any existing position at any level
in the Clerk deep class within the Library Department for which the
employee meets the minimum requirements and to which the
employee is entitled by seniority.
C. An employee displacing from the Library Assistant deep class into
the Clerk deep class shall be placed at the salary step they formerly
held in that class or Library Clerk, but will be adjusted to additional
steps which they would have attained in the former class through
normal merit increases and COLA's.
d. If reversion is to a level in the Clerk deep class higher than that
formerly held (under 5b above), step placement from Library
Assistant into Clerk shall consider equal step, next lower step or
next higher step in order depending upon the steps available at
time of layoff.
e. In the event of layoffs at the Library Assistant Advanced Level,
affected employees may displace into positions at the Journey Level
for which they meet the minimum qualifications and to which they
are entitled by seniority. This displacement right shall be without
regard to whether the employee displacing has previously held
status in the Journey Level or the former class of Library Assistant

6. The revised job specifications for Library Assistant (Advanced Level) and
Library Assistant Oourney Level) are acceptable.
7. The County Library Department shall retain sole discretion regarding the
manner in which vacant positions at either level in the class of Library
Assistant are to be filled in accordance with provisions of the current MOU
and the Personnel Management Regulations. Typically, such vacancies will
be filled from the appropriate layoff, transfer or promotional or open
eligible list(s).
8. The deep class series of Library Assistant shall be effective July 1 , 1995
subject to Board approval.
9. Except as may be changed or modified by Resolution hereafter, all
provisions of the Salary Regulations are applicable to this deep class
series.
If the foregoing conforms to your understanding, please indicate your approval
and acceptance in the space provided below.

LIBRARY ASSISTANT

DEFINITION:
Under general direction, to perform technical library work; to provide various
library services to the public; and to do related work as required.
DISTINGUISHING CHARACTERISTICS:
This is the lower level of responsibility in the Library Assistant deep class series.
Incumbents perform less complex para-professional technical library work in the
Central Library or in a full-service branch library. Incumbents at this level are
not assigned the most complex technical work in the library system and are not
typically responsible for an entire work section, process or branch outlet as are
Advance Level Library Assistants.
Positions at this para-professional level perform technical library work and
provide various library services to the public. Employees frequently work alone
during assigned hours but much of the work follows established standards
prescribed by written instructions and library policy. General work direction is
received from professional Librarians, and lead direction may be provided to
Library Student Assistants.
TYPICAL TASKS:
- Answers general reference and information questions;
- Assists patrons in selecting and locating specific titles;
- Instruct patrons in the use of the catalogue;
- Processes and verifies patron requests;
- Processes new library materials;
- Processes interbranch loans using teletype and electronic
telecommunications equipment;
- Assists at the circulation desk, including checking books in and out,
issuing library cards, and calculating and collecting fines;
May be responsible for opening and/or closing a branch library according
to established schedules.
MINIMUM QUALIFICATIONS:
Education/Experience Options: Possession of a baccalaureate degree from an
accredited college or university; or
One year full-time or its equivalent of varied technical work experience in a
public library and possession of either (1) 60 semester or 90 quarter units from
an accredited college or university which included 15 semester or 18 quarter
units in humanities, social science or natural science or (2) a Certificate of
Library Technology from an accredited college or university; or =
Two years full-time or its equivalent of para-professional experience in a public
library which must have included readers advisory and information services and
bibliographic searching.
KNOWLEDGE. SKILLS AND ABILITIES:
General knowledge of common library practices and procedures; knowledge of
the Dewey Decimal system; familiarity with a variety of reference materials and
literature; ability to direct the work of others; ability to keep simple records and
prepare simple reports; ability to understand and follow written and oral
directions; ability to deal tactfully and effectively with the public and co-workers;
ability to operate library equipment including teletype and electronic
telecommunications equipment; ability to accurately type at a speed of 25 words
per minute; interest in books and aptitude for library work.

LIBRARY ASSISTANT
(Advanced Level)
DEFINITION:
Under general direction, to be responsible for the operation of a library outlet
of the County Library system; to perform para-professional technical_library work
in a specialized library service; to provide lead work direction to subordinate
para-professional and clerical staff and to do related work as required.
DISTINGUISHING CHARACTERISTICS:
This is the upper level of responsibility in the Library Assistant deep class series
where incumbents are expected to perform the more complex technical work in
the library system and are typically responsible for an entire work section,
process or branch outlet within the system. Supervision is typically received
from a Library Supervisor or other professional Librarians.
Positions at this para-professional level may be assigned to a library outlet
which, by virtue of its small circulation and limited hours of operation, does not
require a professional Librarian. Positions may also be assigned to the Central
Library where they are responsible for a specialized library function or serve in
a lead capacity in such areas as cataloging, reference and the request unit.
TYPICAL TASKS:
- When assigned to a library outlet, confers with regional library staff
regarding library policies, library program planning or special reference
requests;
- Plans library exhibits and publicity materials;
- Checks bibliographies and other sources for requested information;
- Submits periodic reports on library outlet operations;
- Insures that library building is properly maintained.
- When assigned to the Central Library, performs para-professional technical
library work in a specialized library service;
In selected assignments, provides lead work direction to subordinate para-
professional technical and clerical staff to include assigning, reviewing and
coordinating work of the section.
MINIMUM QUALIFICATIONS:

professional experience in a public library which must have included readers
