The City of Richmond on the ) RESOLUTION NO. 951326
occasion of its 90th Birthday J
WHEREAS, the earliest inhabitants of what is now the City of Richmond were Ohlone Indians
who settled here nearly 5,000 years ago and whose way of life ended with the coming of the
Europeans;and
WHEREAS, the first Europeans to visit the area were the Spanish explorers Pedro Fages and
Rev. Juan Crespi in 1772;and
WHEREAS the city of Richmond was established as part of the 17,000 acre land grant known as
Rancho San Pablo which was awarded to Don Francisco Castro in 1823;and
WHEREAS, in November of 1885, Augustin Macdonald presented the idea of a transcontinental
rail terminal and port in Point Richmond to the Santa Fe Railroad Company and, on July 3, 1900,
the first overland passenger train arrived in Richmond from Chicago;and
WHEREAS, in 1901, the Standard Oil Company became the next major industry to locate in
Point Richmond,and
WHEREAS, in 1905, the 3 communities of Eastyard, Atchison and Old Town were united to form
the incorporated city of Richmond with a population of 2,118 and, in 1909, the City Charter was
adopted; and
WHEREAS by 1940, the population of Richmond had increased to 23, 642 and, during the next
4 years, had exploded to over 100,000 people from all over the country who came to work in the
Kaiser Shipyards where 747 Victory and Liberty ships were produced,and
WHEREAS, in 1953, Richmond was awarded the title "All American City"by the National
Municipal League and Look Magazine,and
WHEREAS, now in 1995, Richmond covers 56 sq. miles with a population of 92,243;and
exhibits its ethnic diversity in the composition of its City Council and the membership of its
appointed Boards and Commission;and
WHEREAS, the city has encouraged the full participation of its citizens by establishment of many
neighborhood associations, and
WHEREAS, while other cities in the region have been affected by the recession, Richmond has
successfully attracted new businesses to the city.
NOW THEREFORE, BE IT RESOLVED that the Board of Supervisors, on the occasion of the
90th anniversary of its incorporation, congratulates the city of Richmond on its rich history, its
support for ethnic diversity, its healthy neighborhood involvement, and its major contributions to
the county and to the region, and joins with its citizens in anticipating Richmond's future success
as a maritime, industrial and residential community.
PASSED AND ADOPTED on July 25, 1995, by a unanimous vote of the Board members
present. ,
