SUBJECT: COMMISSION - STAFFING NEEDS FOR THE COMMISSION
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS :
1 . REQUEST the County Administrator' s Office to issue a press
release noting the number of vacant seats on the Human
Relations Commission and terms of office that are expiring and
soliciting applications from interested individuals,
particularly from Asian-Americans, Native-Americans and the
disabled. In addition, there is a need for more applicants
from West County and South County.
2 . REQUEST the County Administrator's Office to write to those
organizations which represent the interests of minorities (as
provided by the Human Relations Commission) soliciting their
assistance in recruiting applicants for the Human Relations
Commission.
3 . REQUEST the Director, Contra Costa Television (CCTV) , to
utilize CCTV to advertise vacancies on all advisory boards,
committees and commissions in an effort to broaden the
County' s recruitment efforts .
4 . REQUEST the County Administrator' s Office to serve as the
focal point for all applications for seats on the Human
Relations Commission so that there is only one place to send
all applications and correspondence on this subject.
5 . AUTHORIZE the Human Relations Commission to do whatever
screening, interviewing and ranking it wishes, providing that
all applications are returned to the Internal Operations
Committee.

6 . AUTHORIZE the Internal Operations Committee to interview any
and all applicants and make recommendations to the Board of
Supervisors for all vacant seats as well as for those seats
where the term of office is expiring November 4, 1994 .
7 . DETERMINE what steps can be taken to provide permanent
staffing to the Human Relations Commission.
BACKGROUND:
There are currently three vacancies on the Human Relations
Commission and a fourth resignation is being accepted by the Board
of Supervisors on September 27, 1994 . It is anticipated that a
fifth vacancy will also occur in the immediate future. There are
five additional seats where the term of office expires November 4,
1994 . Our Committee met with representatives from the Human
Relations Commission on September 19, 1994 and reviewed the
attached memo from the Commission.
We agree with the need to recruit as broadly as possible and to
insure that the Commission represents a broad cross-section of the
residents of Contra Costa County. We are, therefore, making the
above recommendations . In addition, it is difficult to provide
stable, consistent staffing to the Commission when the only
staffing that is available rotates among the staff of members of
the Board of Supervisors . We feel that some means must be sought
to provide permanent, dedicated staffing to the Commission and
would like to raise this issue with the Board of Supervisors for
some discussion. We understand that the Finance Committee has also
discussed this issue with members of the Commission and may also
have some thoughts on this subject.

INTRODUCTION
The Contra Costa County Human Relations Commission was
created by a county ordinance passed on September 16 , 1986 . The
Commissioners were selected by the Board of Supervisors and the
first meeting was held on January 7th , 1987.
The Contra Costa County Board of Supervisors authorized an
expenditure of $25, 000.00 to develop the Commission and determine
its direction. $20,000 of the authorization was used to contract
for technical assistance to; orient the Commissioners, organize
the Commission, develop a Commissioners ' guidebook, and prepare
this workplan.
The Commission divided itself into six committees to address
issues of immediate concern :
1 . Ad-Hoc Bicentennial Committee: It is concerned with
the coordination' of activities in the county relating
to the Bicentennial celebration of the Constitution ;
2. Criminal Justice Committee : It is concerned with
ensuring that the rights of all people in Contra Costa
County are respected by the criminal justice system;
3. Education Committee : It is concerned with ensuring
that public schools in Contra Costa County prepare
students to live in a pluralistic society while
providing equal educational opportunities ;
4. Employment Committee : It is concerned with promoting
affirmative action and eliminating discriminatory
hiring and employment practices in Contra Costa County;
C 5. Hate Violence Committee : It is concerned with ensuring
that all people in Contra Costa County are free from
intimidation or violence because of their race , color ,
religion , ancestry , national origin , political
affiliation, sex, sexual orientation , age or
disability ;
6. Health, Welfare and Housing Committee : It is concerned
with ensuring that all people in Contra Costa County
have adequate health care, food , shelter and clothing.
Each committee is composed of four or more Commissioners and
members of the public are invited to participate. The initial
activity of the committees was to develop their individual
workplans for the fiscal year 1987-1988 composed of goals ,
objectives , and steps for achieving the objectives . A
determination of the resources needed to carry out the workplan
was considered by each committee. From the list of resource needs
compiled by each committee the needs of the whole commission were
delineated .
The Commissioners recognize that they were appointed to act
as the conscience of the County. In most cases the work of the
Commission is to find out when or where the rights of the people
are not being adequately protected or preserved , draw attention
to the problem, and advocate a strategy for resolving the
relevant issues. As a result most of the workplans call for the
gathering and evaluation of information, and the subsequent
design and implementation of a strategy to remedy identified
deficiencies . While the Commission is not a county department
operating public programs it plans to serve as a catalyst for
encouraging the development of programs when needed .

GOAL: TO CARRY OUT THE GENERAL PURPOSE OF THE ORDINANCE,
"TO FOSTER PEACEFUL RELATIONS IN THE INTEREST OF PRESERVING
THE PUBLIC PEACE AMONG CITIZENS OF DIFFERENT RACES,
RELIGIONS , AND NATIONAL ORIGINS ; AND TO PROMOTE POSITIVE
HUMAN RELATIONSHIPS FOR THE PURPOSE OF ENSURING PUBLIC
PEACE, , HEALTH, SAFETY AND THE GENERAL WELFARE. "
OBJECTIVE: TO CARRY OUT THE RESPONSIBILITIES DELINEATED IN
THE ORDINANCE
"(A) TO FOSTER MUTUAL RESPECT AND UNDERSTANDING AMONG ALL
RACIAL, RELIGIOUS AND NATIONALITY GROUPS IN THE COUNTY.
"(B) TO MAKE SUCH STUDIES IN ANY FIELD OF HUMAN RELATIONSHIP
IN THE COMMUNITY AS . . .WILL AID" IN MEETING THE GOAL OF THE
COMMISSION.
"(C) TO INQUIRE INTO INCIDENTS OF TENSION AND CONFLICT AMONG
OR BETWEEN VARIOUS RACIAL, RELIGIOUS AND NATIONALITY GROUPS,
AND TO TAKE ACTION BY MEANS OF CONCILIATION, CONFERENCE AND
PERSUASION TO ALLEVIATE SUCH TENSIONS AND CONFLICT.
"(D) TO CONDUCT AND RECOMMEND SUCH EDUCATIONAL PROGRAMS AS ,
IN THE JUDGMENT OF THE COMMISSION, WILL INCREASE GOOD WILL
AMONG INHABITANTS OF THE COMMUNITY AND OPEN NEW
OPPORTUNITIES INTO ALL PHASES OF COMMUNITY LIFE FOR ALL
INHABITANTS . "

STEPS:
1 . CHARGE THE HUMAN RIGHTS RESOURCE CENTER WITH THE TASK
OF PREPARING A COMMISSION HANDBOOK TO INCLUDE
COMMISSION OPERATING PROCEDURES.
2 . REVIEW AND APPROVE THE HANDBOOK AT . A REGULAR COMMISSION
MEETING.
3. DIVIDE THE COMMISSION INTO FUNCTIONAL SUBCOMMITTEES TO
ADDRESS THE OBJECTIVES OF THE COMMISSION .
4. CHARGE EACH COMMITTEE WITH THE TASK OF DEVELOPING A
WORKPLAN INCLUDING GOALS , OBJECTIVES, AND STEPS TO
REACH THE OBJECTIVES.
S. CHARGE EACH COMMITTEE WITH THE TASK OF IDENTIFYING
NEEDED RESOURCES TO ACCOMPLISH THEIR WORKPLANS.
6. REVIEW AND APPROVE COMMITTEE WORKPLANS AT A REGULAR
MEETING OF THE COMMISSION.
7. PREPARE A BUDGET PROPOSAL FOR THE BOARD OF SUPERVISORS.
8. SEEK APPROVAL OF THE BUDGET.
9. ADVISE COUNTY ON RECRUITING AND HIRING AN EXECUTIVE
DIRECTOR FOR THE COMMISSION.
10. WORK WITH THE EXECUTIVE DIRECTOR TO DESIGN AND
IMPLEMENT PROCEDURES TO ENABLE THE COMMISSION TO REACH
ITS OBJECTIVES.

AD-HOC BICENTENNIAL COMMITTEE WORKPLAN
GOAL: To coordinate the Contra Costa County Bicentennial
celebration of the Constitution
OBJECTIVES:
1 . To solicit participation from Contra Costa County
schools, churches and community based organizations in
developing and staging programs in celebration of the 200th
anniversary of the drafting of the Constitution;
2. To provide support and coordination for Contra Costa
County programs celebrating the Bicentennial anniversary of
the Constitution;
3. To plan and coordinate logistics and media relations for
the Contra Costa County Bicentennial Celebration;
4. To cosponsor a Bicentennial Celebration of the
Constitution school program relating to the origins of
( prejudice and discrimination.
STEPS :
1 . Advertise the role of the Human Relations Commission in
the Bicentennial Celebration through direct mail and the
media and request organizations interested in staging
programs to forward a short proposal ;
2 . Review proposals and select or synthesize programs for
inclusion in the Bicentennial Celebration ;
3 . Plan and coordinate logistics for the staging of the
programs ;
4. Identify school programs on origins of prejudice and
discrimination;
5 . Request County Superintendents of Schools to cosponsor
programs on the origins of prejudice and discrimination with
the Contra Costa County Human Relations Commission ;
6 . Mork with the Concord Human Relations Commission to
prepare and distribute a county calendar of Bicentennial
events ;

7 . Request the County to provide office- space , equipment and
supplies for staff working on coordinating the Bicentennial
celebration;
8 . Solicit budgetary support from private industry and
foundations to hire a part-time director and clerk.

CRIMINAL JUSTICE COMMITTEE WORKPLAN1
GOALS:
1 . To help ensure that all persons within Contra Costa County are
.free from violence, or intimidation by threat of violence against
their person or property because of their race , color , religion,
ancestry , national origin, political affiliation, sex, sexual
orientation, age or disability .
2. To help ensure that relevant agencies provide victims of hate
violence with the services and support they need .
3. To help ensure that the rights of. all people in Contra Costa
County are respected and protected by the criminal justice
system.
4. To help ensure that law enforcement agencies do not use
excessive force in performing their job .
OBJECTIVES :
1 . To promote the development and implementation of a countywide
strategy for preventing and responding to hate violence that
includes the involvement of all relevant sectors of the
community .
2 . To serve as a catalyst for the development of a countywide
strategy for responding to the needs of victims of hate violence.
3 . To examine current systems used by criminal justice agencies
in , Contra Costa County to respond to complaints of differential
treatment and civil rights violations against their staffs and
recommend needed improvements.
4 . To develop strategies for gaining the adoption of needed
improvements for responding to complaints of differential
treatment and civil rights violations by the criminal justice
system.
S . To identify how the criminal justice system assures the

protection of the civil rights of people in Contra Costa County
and identify needed improvements.
6 . To develop strategies for gaining the adoption of criminal
justice policies and practices that will improve protection of
the civil rights of people in Contra Costa County .
7 . To identify law enforcement policies and practices relating to
the use of force and identify needed improvements .
8. To develop strategies for gaining the adoption of improved
policies and practices relating to the use of force by law
enforcement agencies.
STEPS :
1 . Charge the Human Rights Resource Center consultant with the
task of developing a strategy for implementing a system of hate
violence prevention and response in Contra Costa County for
consideration by the Commission.
2. Help ensure that public involvement and education is part of
any strategy endorsed by the Commission to prevent and respond to
hate violence in Contra Costa County .
3. Help ensure that special concern be paid to the needs of hate
violence victims in any plan endorsed by the Commission for
preventing and responding to hate violence in Contra Costa
County .
4. The Commission, through the Criminal Justice Committee , will
instruct its staff to carry out studies about policies and
practices in areas of its concern. The staff will gather ,
review, and evaluate information to enable the Commission to make
findings and recommendations.
5. Direct staff to survey criminal justice systems in Contra
Costa County including, but not necessarily limited to, police
and sheriff departments , probation and parole departments , youth
and adult detention facilities , the district attorney , and the
public defender to determine how complaints against their staffs
of differential treatment and abuses of civil rights are
processed .
6 . Direct staff to obtain resource materials , solicit
evaluations , receive complaints, and conduct preliminary
investigations to prepare for public inquiries on the
{ effectiveness of the policies and procedures utilized by criminal
justice systems in Contra Costa County to process complaints

against their staffs of differential treatment and civil rights
violations.
7 . Staff will be directed to oversee the preparation of a report
on the processing of complaints of differential treatment and
civil rights violations against criminal justice agencies in
Contra Costa County and the Criminal Justice Committee will
develop a strategy for gaining the adoption of the recommended
improvements.
8. Direct staff to survey criminal justice systems in Contra
Costa County including, but not necessarily limited to , police
and sheriff departments , probation and parole departments , youth
and adult detention facilities , the district attorney, and the
public defender to determine how the systems ensure the
protection of the civil rights of the people in Contra Costa
County .
9. Direct staff to obtain resource material , solicit evaluations
of training, policies , evaluations, etc , receive complaints, and
conduct preliminary investigations to prepare for public
inquiries by the Criminal Justice Committee on the effectiveness
of criminal justice mechanisms used to ensure the protection of
the civil rights of people in Contra Costa County .
10. Staff will be directed to oversee the preparation of a report
on the mechanisms used by criminal justice agencies to protect
the civil rights of the people in Contra Costa County and the
Criminal Justice Committee will develop a strategy for gaining
the adoption of the recommended improvements .
11 . Direct staff to obtain policies and other resource materials,
solicit evaluations , receive complaints and conduct
investigations to prepare for public inquiries regarding the
effectiveness of policies preventing the excessive use of force
by law enforcement agencies within the county.
12. Staff will be directed to oversee the preparation of a report
on the effectiveness of law enforcement ' s use of force policies
in Contra Costa County and the Criminal Justice Committee will
develop a strategy for gaining the .adoption of the recommended
improvements.

EDUCATION COMMITTEE 14ORKPLAN
GOALS :
1 . To ensure that the Contra Costa County educational systems
provide curricula and programs that promote a harmonious
pluralistic society .
2. To ensure that residents of Contra Costa County enjoy equal
educational opportunities.
OBJECTIVES:
1 . To identify the present uses of multicultural curricula and
programs in K-12 and postsecondary education in Contra Costa
County .
2 . To identify effective models of multicultural curricula and
programs used elsewhere.
3 . To support the adoption of curricula on the origins of
prejudice and discrimination in Contra Costa County schools.
4 . To support the adoption of programs designed to reduce
prejudiced attitudes and discriminatory behavior in Contra Costa
County .
5. To examine Contra Costa County school facilities in terms of
space, equipment and aesthetics to determine whether they vary in
relation to the racial , ethnic or income status of students .
6 . To analyze programs designed to remedy inequities in existing
education opportunities in Contra Costa County .
7. To examine available financial support for students in need in
Contra Costa County .
8. To examine the counseling procedures in Contra Costa County
schools and determine whether they vary in relation to the
racial , ethnic or income status of students .
9 . To prepare a report and recommendations for remedying
deficiencies found in the evaluations of the schools in Contra
Costa County.
10. To develop a strategy for gaining implementation of the
recommendations found in the report prepared by the Education
i Committee .

STEPS:
1 . Assign staff to survey primary , secondary and postsecondary
school administrators to identify the multicultural curricula and
programs being used in Contra Costa County .
2 . Request the Human Rights Resource Center to identify models of
multicultural education curricula and programs in use throughout
the United States.
3. The Education Committee will review the materials and propose
a strategy for gaining the adoption of appropriate multicultural
curricula and programs and curricula on the origins of prejudice
and violence by schools throughout Contra Costa County.
4. Direct staff to recruit researchers or graduate students to
conduct a study of school facilities in terms of space equipment
and aesthetics and relate it to the ethnic , racial and income
status of students.
5 . Direct staff to recruit researchers or graduate students to
C conduct a study of intermediate and secondary counseling
practices as they relate to the ethnic , racial or economic status
of the student .
6. Direct staff to oversee researchers or graduate students
conduct an initial investigation to prepare for a public hearing
by the Education Committee on inequities in existing educational
opportunities.
7 . Direct staff to provide a report listing financial support
available for students in need .
8 . Direct staff to oversee the preparation of a report
identifying educational needs in Contra Costa County.
9 . The Education Committee will review and approve the report and
propose a strategy for the Commission to gain the adoption of the
recommendations in the report .

EMPLOYMENT COMMITTEE 14ORKPLAN
GOALS:
1 . To eliminate discriminatory hiring and employment practices in
Contra Costa County.
2 . To ensure that the representation of people by sex, race and
ethnic group in the population is reflected at all levels of the
workforce in the public and private sectors in Contra Costa
County .
OBJECTIVES:
1 . To analyze census data for cities within Contra Costa County
and within the San Francisco-Oakland Standard Metropolitan
Statistical Area to determine the representation of people in the
population by race, ethnic group and sex.
2 . To analyze the census data for Contra Costa County to
determine the representation of people at various levels of the
workforce by race, ethnic group and sex.
3 . To examine Private Industry Council training programs,
Regional Occupational Center training programs and other
employment training programs to determine the type of employment
preparation offered trainees by race., ethnic group and sex and
the type of employment opportunities available for graduates.
4. To analyze the affirmative action plans of major industries
and employers in Contra Costa County and of industries planning
to move to the County .
S . To examine employment practices of major employers in Contra
Costa County that adversely affect employees because of their
race , ethnic group or sex.
6. To develop a resource directory for employers to use to get
assistance in addressing human relations issues.
7 . To investigate the implementation of immigration regulations
as they apply to employment.

8 . To promote economic development partnerships between community
based organizations representing the diverse population in Contra
Costa County and private industry .
STEPS :
1 . Direct staff to gather appropriate census data and report on
the comparison between the representation of people in the
population of Contra Costa County by race, ethnic group and sex
and their representation at all levels of the workforce in
private and public employment.
2. Direct staff to survey employment training programs in the
county and to report on the representation of trainees by race
ethnic group and sex and the type of the jobs for which they are
being trained .
3 . The Employment Committee will develop criteria for determining
major employers within the county and direct staff to identify
firms falling within the criteria.
4. Direct staff to request equal employment opportunity reports
and affirmative action plans from major employers within the
county .
S. Direct staff to compare the representation of employees by
race , ethnic group and sex at all levels within the employers '
workforce with the representation of people in the population of
the county by race, ethnic group and sex and to prepare a report
itemizing deficiencies for the Employment Committee .
6. The Employment Committee will propose a strategy for the
Commission to adopt to improve employment patterns and practices
within Contra Costa County.

HEALTH, WELFARE AND HOUSING COMMITTEE WORKPLAN
GOAL: To ensure that all people in Contra Costa County have
adequate health care, food , shelter and clothing.
OBJECTIVES :
1 . To determine the current policies and procedures for ensuring
that the health, housing , clothing and nutritional needs of
residents of Contra Costa County are met .
2. To determine whether any health, housing, clothing and
nutritional needs of Contra Costa County residents are not being
met .
3 . To assist in the adoption of a strategy for meeting the unmet
health, housing, clothing and nutritional needs of the people in
Contra Costa County .
STEPS:
1 . Direct staff to recruit researchers or graduate students to
work with the Commission ' s staff and appropriate organizations
within the county to document the health, housing, clothing and
nutritional needs of Contra Costa County and the resources and
service delivery systems used by public agencies to meet those
needs.
2 . Direct staff to prepare for public hearings by the Health,
Welfare and Housing Committee to inquire about the health,
welfare and housing needs in the County .
3. The Health, Welfare and Housing Committee will review the
information developed through research and public hearings and
propose a strategy for the Commission to adopt to ensure that the
health, housing , clothing and nutritional needs of people in.

RE: Filling vacancies on the HRC Commission
Thank you for your cooperation in not filling additional vacancies
on the Human Relatio" Commission thus providing the Nominating
Committee an opportunity to recruit additional applicants for the
Commission.
One official position- is open at this time, but we have one member,
Bonnie Robinson that recently moved and two other members
who may be,.-declared-absent for three conaer-utive. meetings:during
the September meeting. The fifth vacancy will occur when Barron
Evans resignation will be recognized by the Board of Supervisors.
In anticipation of these five positions, the committee would like
to recruit from a wide variety of organizations in order to ensure
a diverse application pool from which to draw. As the Commission
stands now we are lacking in input from people with disabilities,
Native Americans, Asians, people from the south end of District #3
i.e . Alamo, Danville, and San Ramon. Gayle Bishop also pointed out
recently that a representative from the Council of Churches may
also be helpful to our group.
Regarding recruitment methods, the nominating committee would
certainly be grateful if the County could assist the HRC in
recruitment . We feel that your assistance will certainly give
urgency to the procedure. One suggestion would be to send recruit-
ment letters to as many cultural and ethnic organizations, as can be
identfified. Secondly, send letters to all radio, TV and print
media serving Contra Costa County residents and thirdly, have
HRC members out to community meeting to recruit new HIRC members. At
this time we have completed a list of organization and are in the
process of mailing out letters of encouragement to residents to
