Dear Supervisor Powers:
On July 15th, the City of Pittsburg requested that Contra Costa County enter into
negotiations to determination compensation to mitigate the negative impacts of the
Keller Canyon Landfill., This request was initiated in compliance with Contra Costa
County Ordinance No..89-81. The 90 day clock which would have begun ticking on,
or within a few days, of July 15th is scheduled to run out on, or within a few days, of
October 13, 1994.
We are concerned that Contra Costa County chose not to "... immediately commence
discussions on appropriate mitigation measures." as per Section IV. of 89-91. The
"factors of significance" addressed in our earlier letter outline the major areas of
Keller's negative economic impact on our community. If we are to able to negotiate
effectively regarding these concerns it will require some time for representatives of the
City and the County to adequately address the analysis of these impacts.
We look forward to hearing from the County very soon concerning the establishment
of a schedule of discussions designed to meet the mitigation objectives and
negotiation timeline established in Ordinance 89-81. Please contact our City Manager
