SUBJECT: AUTHORIZATION TO EXECUTE AMENDMENTS WITH 1993-94 PATHS RESEARCH AND
DEMONSTRATION PROJECT CONTRACTORS
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION
AUTHORIZE the Community Services Director or her designee to
execute contract amendments' with the following 1993-94 PATHS
Research and Demonstration contractors, extending the termination
date for each from September 29, 1994, to March 31, 1995, to permit
contractors to expend unspent 1993-94 grant funds to provide
homelessness services to program-eligible individuals and families
residing in East Contry Costa County:
PATHS Contractor
First Baptist Church (Pittsburg)
Paradigm- Innovations, Inc.
Pittsburg Preschool Coordinating Council
Shelter, Inc. of Contra Costa County
II . FINANCIAL IMPACT
This request will be funded entirely from a Homeless Families
Support Services Demonstration Grant from the U. S. Department of
Health and Human Services, Administration for Children and Families
(Grant Number 90EX0009/02) .
Contract funding for the period of September 30, 1994 , through
March 31, 1995, is already reflected in the Department's 1994-95
County budget.
No County general funds are involved with this request.

III . CONSEQUENCES OF NEGATIVE ACTION W
A decision not to approve the above listed amendments would result
in the loss of needed homelessness services for individuals and
families located in East Contra Costa County.
IV. REASONS FOR RECOMMENDED ACTION
These amendments, if approved, will extend the Department's FY
1993-94 contracts with service providers an additional six months
to permit unspent FY 1993-94 grant funds to be utilized to provide
homelessness services to program eligible individual families
residing in East Contra Costa County. Contractor's FY 1994-95
Contract Amounts and Service Plan requirements have been decreased
to prevent a duplication of program services and funds .
This Contract will be reviewed and approved by County Counsel as to
form prior to issuance.
