Such projects do not require a formal bid process, but do require a public hearing to determine that proceeding with the conservation project will be in the best interest of the public agency. An engineering study to determine the scope of the work required is currently underway and will be completed prior to the October 18, 1994 hearing date, at which time, the anticipated energy savings and the total project costs will be identified. Both buildings identified have chillers which are old, malfunction frequently creating downtime and repair expense, and use refrigerants (CFCs) which will no longer be produced, as production of CFCs has been banned under the Clean Air Act of 1992 . By replacing this equipment by the end of the calendar year, the County will be eligible for Pacific Gas & Electric energy rebates in an amount estimated to be 10 per cent of the cost of the equipment.
