HomeMy WebLinkAboutMINUTES - 09201994 - S.1 IN THE POAkiY OF SUPERVISORS Sl OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of OPPOSING PROPOSITION 188, ) the "Philip Morris Initiative, " and Declaring ) RESOLUTION NO. 941452 October 17-21, 1994 as SAVE OUR LOCAL ) ORDINANCE WEEK in Contra Costa County ) WHEREAS, tobacco use is responsible for the death of over 400,000 people every year and is the number one cause of death in the United States; and second-hand smoke has been categorized as a cancer causing substance by the Environmental Protection Agency and exposure to it kills an estimated 40,000 persons per year; and WHEREAS, the Board of Supervisors passed a smoke free ordinance for the unincorporated areas of Contra Costa County in 1991, which bans smoking in workplaces and restaurants and prohibits vending machines in any place other than bars; and WHEREAS, 15 of Contra Costa's 18 cities have followed suit and either adopted the 100 percent ban or strengthened their existing ordinances; and WHEREAS, Proposition 188 would repeal the local smoking ordinances passed in Contra Costa County and replace them with a statewide law which could permit smoking in every restaurant and workplace in the state; and WHEREAS, over 60 percent of the population of California lives in cities and counties which have tougher tobacco controls than contained in Proposition 188; and WHEREAS, Proposition 188 is being sponsored by Philip Morris, the largest cigarette manufacturing company in the world; and WHEREAS, Proposition 188 prohibits local governments from ever passing any tobacco control legislation in the future and prohibits community organizations from monitoring the illegal sale of cigarettes to minors through tobacco purchase surveys or "sting" operations. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors OPPOSES PROPOSITION 188, the "Philip Morris Initiative"; and BE IT FURTHER RESOLVED that the Board declares October 17-21, 1994, as SAVE OUR LOCAL ORDINANCE WEEK and encourages the cities to adopt similar resolutions and to join in the activities during the week of October 17.
