SUBJECT: REPORT ON THE ABILITY OF THE COUNTY TO TRACK THE RACE AND GENDER OF
CONTRACT EMPLOYEES

RECOMMENDATIONS :
1 . THANK the Acting Director of Personnel for the progress which
has been made to date in obtaining the data on the race and
gender of contract employees .
2 . DIRECT the Director of Personnel to continue to work on
automating the data on the race and gender of contract
employees and present another status report to our Committee
on December 12 , 1994 , at which time we hope that the report
will be more nearly complete and that a method will have been
identified and implemented to obtain this data more easily
when a contract employee.' s contract is executed and entered
into the appropriate data base so that the necessary reports
can be produced more easily and less expensively.
3 . REQUEST the Director of Personnel to insure that all contract
physicians are included in the next report, along with all
other contract employees .

On July 12, 1994, the Board of Supervisors approved the following
recommendation from your Committee:

report made to our Committee on September 12, 1994 .
On September 12, 1994, our Committee received and reviewed the
attached report from the Acting Personnel Director. A great deal
of time and expense has been expended to date to begin to obtain
this information, which has previously not been available in any
type of central way where it could be tabulated and presented in an
easily reviewed format. The report, however, is clearly not yet
complete as data is missing for a number of contract employees and
in some cases only a title or function is included instead of a
name.
Personnel Department staff recognize that the report needs to be
completed and updated and plan to have a more nearly complete
report to present to our Committee in December. We are pleased
that this project is moving in the right direction so that we will
eventually be able to have data readily available on the race and
gender of contract employees as well as merit system and exempt
employees .

SUBJECT: Status Report on Contract Employees Countywide

As indicated in our report to you of June 27, 1994, we requested a computer generated list of
contract employees paid through the County's Auditor-Controller, Payroll Division. We also
asked each department to further identify their contract employees by ethnicity, sex,position
title and or contract subject.
As a result of monitoring the payroll computer listing for a few months and reconciling them
with the information from departments,we have prepared the attached,"Summary of Contract
Employees Report" of August 10, 1994. Our records indicate the County has 154 contract
employees. Because of the time and effort required to generate this report, we plan to explore
the cost of having Data Processing services generate the report. This report can be enhanced
if we have a systematic method of receiving the ethnic and gender information required which
is not currently required by contract employees.
Representatives from Personnel will be attending a meeting scheduled for September 12,(copy
attached) to revisit the procedures on processing payments and to determine if any revisions
or updating is needed. In order to improve report timeliness and accuracy, we plan to
recommend several changes that will assist us in finalizing our information gathering and
report development process.

SUBJECT: cedure for Processing Payments to Independent
Contractors
This confirms our meeting scheduled in Risk Management for
September 12, 1994, at 9 : 00 a.m.
The County has over 100 contracts for personal services with
more departments entering into contracts with independent
contractors. Attached (Exhibits 1-7) are the County procedures and
forms used on contracts for personal services.
It is timely to revisit this procedure on processing payments
and determine if any revisions or updating is needed.
