BOARDS OF SUPERVISORS
You will find enclosed a copy of a resolution passed by the
Lassen County Board of Supervisors regarding landfills. With all
the burdensome costs being handed to local governments, we feel
it would be in the best interests of all the taxpayers to have
this ability to lessen the costs of landfills. We hope you
agree, and pass similar resolutions.

RESOLUTION URGING THE STATE OF CALIFORNIA AND THE INTEGRATED
WASTE MANAGEMENT BOARD TO APPLY FOR EXEMPTIONS ALLOWED UNDER THE
U.S. EPA SUBTITLE D. REGULATIONS.
WHEREAS, the State of California has been identified by the U.S.
EPA as one of several states eligible for certain exemptions from
Subtitle D landfill regulations; and
WHEREAS, the counties of California, especially the rural
counties, are experiencing severe fiscal problems; and
WHEREAS, the increased costs of operating landfills under the new
regulations will seriously impact local economies already
experiencing recession due to timber cutbacks and other
environmental concerns; and
WHEREAS, the cost of operating landfills in Lassen County will go
from $600, 000 per year to over $2 ,100,000 per year, ,a per capita
increase from $24 to $84 ; and,
WHEREAS, with large portions of Lassen County sparsely populated,
attempted enforcement of Subtitle D regulations will result in a
significant increase in illegal waste disposal .
NOW, THEREFORE, BE IT RESOLVED that the Lassen County Board of
Supervisors, on behalf of the citizens of Lassen County, urge the
State of California to apply for exemptions allowed by the U.S.
EPA under the new landfill regulations covered by Subtitle D.
The foregoing resolution was passed and adopted at a special
meeting of the Board of Supervisors of the County of Lassen,
State of California, held on the 3Q_th— day of fig- 1994, by
the following vote:
