Martinez, Executive Director DATE: September 20, 1994 SUBJECT: SPECIAL ENFORCEMENT PROGRAM BY CONTRA COSTA SHERIFF'S DEPARTMENT SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: AUTHORIZE provision for carry-over of $6,646.34 in unexpended Housing Authority funds into the 1994-95 county fiscal year and ALLOCATE an 'additional $8,353.66 to the Contra Costa County Sheriff's' Department for continuation of the special drug enforcement program, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: In the preparation of the 1994-95 Housing Authority operating budget, funds were budgeted and approved for the continuation of the Contra Costa County Sheriff's Department special drug enforcement program. III. REASONS FOR RECOMMENDATION/BACKGROUND: On November 2, 1993 the Board of Commissioners authorized a carry-over of $349.70 and an allocation of $14,650.30 to provide the Sheriff's Department with $15,000 to continue a special drug enforcement program for the 1993-94 county fiscal year. On August 11, 1994 the Housing Authority received a report from the Sheriff's Department on the results of the special drug enforcement program. A total of 86 cases resulting in single or multiple arrests were reported during fiscal 1993-94. Sales and possession cases remained heavy in the North Richmond area and the Sheriff's J Team spent more than 4,000 man-hours in that area, with the Narcotics Bureau focusing nearly half of their time in North Richmond. The remaining J Team and Narcotics Bureau time was spent in the Bay Point area of East County and enforcement efforts near Housing Authority properties appear to have had a positive impact. In the past ten years, this special drug enforcement program has been very successful as it has reduced the amount of drug-related criminal activity in housing developments located in the unincorporated areas of the county serviced by the Sheriff's Department. As the Sheriff's Department utilized only $8,353.66 of the $15,000 supplied by the Housing Authority in 1993, they have requested that the Sheriff's Department be allowed to carry over the $6,646.34 in unexpended Housing Authority funds into the 1994-95 county fiscal year, and that the Housing Authority provide an additional $8,353.66 for a total of $15,000 to be expended in the 1994-95 county fiscal year. At its Regular Meeting on Monday, September 19, 1994, the Advisory Housing Commission voted to recommend that the Sheriff's Department be allowed to carry over the $6,646,34 in unexpended Housing Authority funds into the 1994-95 county fiscal year and that the Housing Authority provide an additional $8,353.66, for a total of $15,000, to continue this special drug enforcement program. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners fail to respond positively to this request, efforts to curb the amount of drug-related criminal activity in housing developments located in the unincorporated areas of the county serviced by the Sheriff's Department would be adversely affected. sBERUT:CORONER'S OMCE WARREN E. Henderso , Commander Investigation Division Subject: Housing Authority Report-Fiscal Year 1993/94 The North Richmond Housing Authority Projects continued to be the major focus of Department drug enforcement efforts during fiscal 1993/94. However, sales and possession cases remain heavy in the area. In response, the Sheriffs J Team spent more that 4;000'man-hours in North Richmond; the Narcotics Bureau focused nearly half their time in this area and additional coverage was provided by special Resident Deputy programs, beat officers and the West:County Narcotics Enforcement Team. A total of 86 cases resulting in single or multiple arrests were reported in this area. The remaining bulk of available J Team and Narcotics Bureau time was spent in the Bay Point area of East County. In this area, enforcement efforts near Housing Authority properties appear to have had a positive impact. Little drug activity was reported during the year. Through a series of complex and lengthy investigations, clandestine drug labs in both West County and East County were identified and shut down. These incidents involved the participation of Sheriffs and NET narcotics officers, the J Team, SWAT and both State and Federal enforcement agencies. During the fiscal year, a total of$ 8,353.66 was expended from the Housing Authority fund to purchase communications equipment that will be used for surveillance and drug interdiction,projects. I recommend that the fund be reimbursed for this amount, allowing the program to continue. The impact of the fund over the last few years has been substantial.
