DIRECT the pPublic Works Director to notify the Aviation Advisory Committee and Off-Airport Helicopter Training Site Working Group of the Board' s decisions . 5 . AGREE to leave in existence as separate, independent advisory groups the ('Airport Land Use Commission and the Aviation Advisory Committee. BACKGROUND: On July 12 , 1994'„ the Board of Supervisors asked the Director, GMEDA, to prepare', a report to be returned to the Board by September 30, 1994 regarding the Aviation Advisory Committee, Airport Land Use Commission and the Off-Airport Helicopter Training Site Working Group. Attached is the requested report from the Director, GMEDA. This report strongly urges that the Board continue the Airport Land Use Commission and Aviation Advisory Committee as separate advisory groups for the reasons outlined in the report. However, the Director, GMEDA, also recommends that the Off-Airport Helicopter Training Site Working Group be abolished and its duties and responsibilities be transferred to the Aviation Advisory Committee. The recommendations and the reasons for making them appear to be sound and carefully thought out. On July 12, 1994, the Board directed the Director, Growth Management and Economic Development Agency, to'evaluate the role and responsibilities of the Airport Land Use Commission(ALUC), Aviation Advisory Committee (AAC), and the Off-Airport Helicopter Training Site Working Group ("Working Group"). Certain objectives were outlined as follows: OBJECTIVE: Retain the statutory authority of the ALUC to promote the orderly development of compatible land uses around each public airport in the County. RESPONSE: The airport has agreed to support the actual costs of the ALUC staffing by the Planning Department up to a maximum of$11,000 per year. OBJECTIVE: Expand the role and responsibilities of the ALUC to encompass the current role and responsibilities of the AAC and Off-Airport Helicopter Training Site Working Group, possibly by forming subcommittees of the ALUC on specific subjects and issues. RESPONSE: It is our view that the responsibilities and goals of the two committees are significantly different. The ALUC is a statutory body who's membership and responsibilities are fairly well defined under State law. They have certain specific charges, deal only with off-airport land use, and findings of fact. The AAC, with a larger and more diverse membership, has a much broader view of aviation issues, focuses mainly with on-airport and operations related issues totally unrelated to those that the ALUC concerns itself with. 1 The 12 person membership of the AAC is made up of a number of interested groups in aviation activities ion and near the airports. The Board of Supervisors has direct responsibility for seven of these appointments (one from each supervisoral district and two at large). The seven person ALUC, on the other hand, has membership, as defined by law, composed of two appointments by the Board of Supervisors, two by the Manager of Airports, two by the Mayors Conference, and one selected by the ALUC members. The AAC would appear to be an important asset to the Board of Supervisors in that it can deal with numerous issues that would otherwise be brought directly to the Board. The AAC has frequently been able to resolve or at least diffuse numerous difficult issues over the years. The only cost of operating the AAC is a small amount of time by airport staff. They meet monthly, and at times more frequently. We strongly recommend not combining the ALUC and AAC. We would, however, recommend that the responsibilities of the "Working Group"be given to the AAC. It is our view that the ` Working Group" can provide input on an "as needed"basis. The AAC would appear to be the proper group to recreate or reactivate the "Working Group." The "Working Group" never did have a specifically identified or particularly stable membership and their goals were only defined in the most general of terms, with one or two exceptions, which are no longer applicable. We agree that there is no longer a need to keep this group,,as a single entity. Since its last report to the Board of Supervisors, no meetings have been held and no meetings scheduled. OBJECTIVE: i Allow the Board of Supervisors to abolish the AAC and Off-Airport Helicopter Training Site Working Group. RESPONSE: We recommend that the Board of Supervisors continue both the AAC and the ALUC and abolish the "Working Group." If this is not a satisfactory recommendation to the Board of Supervisors, wye would most strongly recommend that the AAC be made advisory to and the responsibility of the Public Works Director in the same manner as the Board has done with several anther committees and commissions who provide an important service to departments administering certain programs.
