SUBJECT: Personnel Actions Related to Fire Chief of Consolidated District
I would appreciate your preparing the necessary documentation to eliminate the position currently
held by Allen Little and the position he previously held as the Chief of the Riverview Fire District.
In their place, please create an exempt Fire Chief position for the Consolidated District. Please list
these items on the September 20 agenda for first reading with an effective date of thirty (30) days
later. Also, please prepare the necessary documentation to appoint Allen to the newly created fire
chief position effective October 25.
I recognize that this needs to occur in the proper sequence and timeframe in order to allow for Allen's
continued employment until the change can be effective. Thank you for your assistance in this matter.

FIRE CHIEF - CONTRA COSTA COUNTY FIRE PROTECTION DISTRICT
DEFINITION:
Under administrative direction, to administer fire prevention and
suppression operations of the Contra Costa County Fire Protection
District and other Fire Districts governed by the Board of Supervisors;
and to do other work as required.
DISTINGUISHING CHARACTERISTICS:
With general policy consultation by the Fire Commission, the Fire Chief
is responsible for planning, organizing, coordinating and directing all
phases of fire prevention and suppression in the County fire service.
MANAGEMENT RESPONSIBILITIES
• Directs the organization and staffing of the Fire District, including
the Emergency Operations, Fire Prevention and Support Services .
• Directs the selection, assignment, training and discipline of Fire
District personnel.
• Develops plans for future operations and projected needs of the
fire service.
• Directs and evaluates Fire District emergency response and fire
prevention operations and directs on-going advancements to keep pace
with industry standards and practices and technology.
• Directs Emergency Response Operations including fire suppression,
emergency medical services, hazardous material and rescue services.
• Directs Fire Prevention Program management including review of
subdivision growth and new building construction, enforcement of fire
safety codes, exterior hazard control and urban-wildland interface
fire prevention programs, public education programs and the
investigation of fires and submission of reports to proper law
enforcement authorities.
• Conducts surveys in conjunction with the Insurance Services Office
requirements.
• Directs the maintenance, operation, and utilization of apparatus
and equipment.
• Directs the preparation and administration of the Fire District's
budget.
• Directs the preparation of capital budgets and specifications for
new fire apparatus, buildings and other capital requirements.
• Directs the personnel and labor relation programs of the Fire
Districts .
• Directs the integration and cooperation of the Fire District with
neighboring fire districts.
• Responds to major alarms and directs operations at scenes of large
fires or other emergencies.
• Represents the fire service and attends meetings with the Board of
Supervisors, Fire Commissions, City Councils, County management
and general public.
MINIMUM QUALIFICATIONS:
Education: Possession ,of a Certified Fire Officer Certificate
issued by the California Fire Service Training and Education Institute.
Experience: Three (3) years of full-time experience at the rank
of Assistant Fire Chief or equivalent classification.
License Required: Possession of a valid California Motor Vehicle
Operator's License.
Good knowledge of the modern fire fighting methods and fire
prevention practices; good knowledge of fire department administration
principles of public administration, budgeting, training, personnel .
management, and municipal government; good knowledge of federal, state
and local laws affecting fire department activities; knowledge of
District geography, fire hazards, and fire fighting resources including
personnel, equipment, water supplies, and communications; knowledge of
the newest developments in techniques and/or equipment used in modern
fire department operations; ability to apply knowledge to varied fire
control and fire prevention problems; ability to analyze systematically
the fire prevention and fire suppression needs of the District and
translate them into realistic, practical operating and capital budgets;
ability to plan, initiate and carryout short and long term programs in
fire department administration; ability to plan, assign and coordinate
activities performed by a large group of employees in varied fire
department .work; ability to establish and maintain effective working
relationships with other officials, subordinates and the public; ability
to maintain discipline and the respect of subordinates; ability to
speak effectively in public and ability to prepare clear comprehensive
reports.
