BACKGROUND
The Board of Supervisors needs legal and financial advice from independent firms
with recognized expertise in public finance and who have had no interest in the
Merrithew Hospital Replacement Project.
A second opinion on these issues is desirable at this time to assure that the county
has the benefit of more than one review of the relevant facts. Given the opportunity
presented by recent court decisions, it is incumbent upon the Board of Supervisors
to exercise all prudent and responsible options relating to the replacement of
Merrithew Memorial Hospital.

recommendations listed above.
