APPOINT to one of the vacant at-large seats on the Contra Costa County Fire Protection District 's Advisory Fire Commission for a two year term ending June 30, 1996 : Edwin Eugene Rittburg 2426 Heather Leaf Lane Martinez, CA 94553 2 . LEAVE the other vacant at-large seat on the Contra Costa County Fire Protection District' s Advisory Fire Commission vacant until after the November 8, 1994 election to determine whether candidates from the Orinda Fire Protection District can be included in the Board' s consideration and authorize the Internal Operations Committee to return a further recommendation to the Board at that time. BACKGROUND: On July 12 , 1994, -the Board of Supervisors approved the following recommendation from our Committee regarding the interviews for appointments to the two at-large seats on the new Fire Commission for the newly consolidated Contra Costa County Fire Protection District: AUTHORIZE the Internal Operations Committee to interview all applicants for the Contra Costa County Fire Protection District's Fire Commission and recommend appointees to the two at-large seats, after all five Board Members have made their appointments to the Commission. It appears that none of the Commissioners appointed by the individual Board members qualifies as an "industry" representative. One of the individuals we interviewed does, in our view, qualify as an industry representative in that he is the Fire Chief for the Tosco Refinery. We believe that Mr. Rittburg is well qualified, knowledgeable and interested in serving as a Commissioner. We are, therefore, recommending his appointment. We would like to see the other at-large seat left vacant at this time. Once the voters in Orinda have had an opportunity to determine whether they wish their Fire Protection District consolidated with the Contra Costa County Fire Protection District, we will know whether we can consider candidates from Orinda for this remaining seat. If we fill the other seat now, we cannot consider any applicant from Orinda, even though in less than two months they may decide that they wish to be a part of the Contra Costa County Fire Protection District. We are, therefore, asking that this seat be left vacant and that our Committee be given an opportunity to consider a nominee for this seat after the election results are known.
