BACKGROUND:
The Hazardous Materials Commission consists of 12 members,
representing various categories such as the cities, business,
environmental organizations, taxpayers, the League of Women Voters,
labor, environmental engineering firms, the Board of Supervisors
and the general public. The terms of office for one of the
environmental organization representatives, and the alternate to
one of the environmental organization representatives expired
December 31, 1993 . The members of our Committee have interviewed
Dr. Gocken and we agree that she is an outstanding candidate and
will continue to bring to the Hazardous Materials Commission the
same level of commitment, dedication and intellect which she has
shared to date as an alternate to the Commission. We are,
therefore, recommending her as the member and Mr. Beauchemin as her
alternate.
Our Committee interviewed Mr. Leedie on August 22, 1994 . We agree
that Mr. Leedie would be an important addition to the Commission.
We are recommending that he serve for the time being as the
alternate to Mr. Clark, with the understanding that the Board of
Supervisors will seriously consider a request from the West County
Toxics Coalition to make Mr. Leedie the member and Mr. Clark the
alternate, if that is their request of the Board of Supervisors .

Re: Endorsement for the . appointment of Sabiha Gokcen as
environmental representative and Luc Beauchemin as alternate.
Communities for a Safe Environment requests that the Commission re-
appoint former commission and alternate representatives, Luc
Beauchemin and Sabiha Gokcen to the Hazardous Materials Commission.
Both Luc and Sabiha meet the Hazardous Materials membership
criteria. Using your guidelines, their qualifications are as
follows:
A. The Commission should have a' geographical representation of
the County to the extent possible.
B. Applicants should reside or have their place of business
within the County.
Both Luc & Sabiha live in Martinez. The City of Martinez is
a heavily industrial impacted area. It has a major petro-
chemical manufacturer (Shell) , a chemical plant (Rhone-
Poulenc) , and has other major industries located in nearby
communities (Benica and Pittsburg) . Representation from our
community is imperative.
C. Applicants should have a demonstrated knowledge of hazardous
materials issues.
Sabiha holds a PhD in Chemistry. Luc is a chemist. Both have
served on the Hazardous Materials Commission. Both have been
and continue to be involved in local environmental
participation with regard to issues affecting our communities.
They have studied and responded to Environmental Impact
reports as well as Risk Management Prevention Program reports.
D. . Applicants should commit to regular attendance at Commission
and Committee meetings.
Both have demonstrated their commitment through
regular attendance as representatives in the past.

F. Applicants should demonstrate formal support or endorsement
form the organization they present.
Both have received our endorsement in the past and we are
again endorsing their appointment as environmental
representatives.
G. Applicants should provide network/outreach/dissemination of
information services to the constituency they represent.
Both have proven to be very communicative with Communities for
a Safe Environment.
H. Prior service on the Hazardous Materials Commission should be
considered when filling or reappointing a position.
Both have previously served on the Commission.
