RECOMMENDED ACTION: 1) Approve the adoption of a 9/80 plan for GMEDA, APC, BID, and CDD, whereby the agency and departments will be closed to the public every 1st, 3rd, and 5th Fridays; 2) Approve the change of hours of public counter and phone service to 7:30 a.m. to 5:00 p.m.,' amounting to an additional 5.5 hours per two weeks. II. FINANCIAL IMPACT: A savings in utility bills and janitorial services with the closure of four (4) floors in,the north wing on alternate Fridays. Savings generated from this change will have a positive impact on the General Fund. M. REASONS FOR RECOMMENDATIONS AND BACKGROUND: Two Departments within the Growth Management and Economic Development Agency have or have had a 9/80 schedule. Community Development was the pilot department for 9/80. Public Works recently changed from 9/80 to 4/40 (close every Friday). Staff from the Building Inspection, Community Development, Public Works, and Application and Permit Center provide the one stop shop for clients seeking plans approval for permit issuance. With Public Works closed every Friday, and Community Development and Application Permit Center staff off every other Friday a need has arisen for these three key departments to be as consistent as possible with the hours of operation open for services to the public. M.WalE.Dote , A Public Worcs E.Doten, Application Permit Center B.Gilbert, General Services BYEDEPUTY K.Corcoran,Auditor-Controller Sub: Adoption of a 9/80 Program for GMEDA, APC, BID and CDD Departments Staff within Building Inspection have asked for the 9/80 schedule to be in line with the other two Departments within the Agency. Based on responses of BID customers to a survey,BID proposed a hard 9/80 work schedule that will close its offices on the odd Fridays of the month (first, third, and fifth where applicable). In order to avoid confusion to the public, the APC and CDD elected to change to the same schedule so that the continuous hours of service to the public would be the same for all departments involved in the permit process. BID mailed 1904 surveys in March 1994, to all interested parties, including the Building Industry Association, Contract Cities, and all active licensed contractors, engineers and architects doing business in Contra Costa County. Of the 263 responses received, 183 gave positive feedback to the Friday closure, and 80 indicated a moderate to major inconvenience. However, several contractors suggested that we close on odd or even Fridays to make it easier to keep track of the days when no inspections would be made. Based on the results from this survey the Agency and departments believe it will not be detrimental to business if the offices are closed on the first, third, and fifth Fridays of the month. BID management met with Local #2700 and an informational copy of the survey was sent to Local #2700 and to Local #1. No opposition has been received from either local. The change in operational hours will benefit the public by the departments being open,prior to normal working hours, and continuously throughout the day. The APC, BID and CDD currently offer 80 hours of counter service to the public on a two week cycle. The new program offers 85.5 hours of service during a two week cycle, even with the Friday closures. The actual hours of service to the public is increased. On the Fridays the offices are closed, BID will have an inspector on call to handle inspections involving PG&E clearances for gas/electric service, and other similar urgent situations. Another benefit will be fewer miles per week driven to work for the 110+ employees involved; this will help the county make progress to meet its traffic demand management (TDM) goals at the Pine Street site. The affected Departments will take the necessary actions and notify the public and all interested parties of the change in office hours and work schedules.
