Garnett) AND COUNTY ADMINISTRATOR Community Development Consortium Members and BY, ����Q �, DEPUTY HOME Applicants via Community Dev. r BACKGROUND/REASONS FOR RECOMMENDATIONS The purpose of the HOME Investment Partnership Act Program (HOME) funded through the U.S. Department of Housing and Urban Development (HUD) is to increase and maintain the supply of decent, safe, and affordable housing for lower income households . Funds are allocated annually by formula to eligible Participating Jurisdictions (PJs) and Consortia. In FY 1994, the Contra Costa Consortium received an allocation of $2, 186,000 in HOME funds for use in funding affordable housing projects and activities in the Consortium area. The Consortium consists of Contra Costa as the Urban County representative, and the Cities of Antioch, Concord, Pittsburg, and Walnut Creek. The Consortium area includes all of Contra Costa with the exception of the City of Richmond, which is an independent HOME PJ. As the Consortium Representative, the County is responsible for administration and management of the HOME Program. The program is implemented through the Community Development Department. As specified in the Consortium Agreement, the HOME Technical Review Committee was established by the Board of Supervisors to develop recommendations for the allocation of HOME funds . The FY 1994 Committee funding recommendations are the results of a competitive application process initiated in April 1994 . A Notice of Funding Availability was sent to 80 jurisdictions, public agencies, affordable housing developers, and interest groups active in the Consortium area. The Department received 12 applications requesting over $4 million in HOME funds . Projects were reviewed and recommendations developed based on the following criteria: consistency with HOME priorities as defined by the Consortium; eligibility under federal regulations; target population and alleviation of affordable housing needs; project feasibility and cost-effectiveness; leveraging of other resources; experience; proposed affirmative marketing program; and timeliness . Projects recommended for funding are listed together with a brief description in Attachment A. Consistent with Consortium priorities, these projects include the following: o $555, 000 for two projects located in Pittsburg and North Richmond to provide 131 units of multifamily rental housing affordable to and occupied by very-low and low-income seniors . o $995, 000 for three projects located in San Pablo (two) and Walnut Creek to provide 84 units of multifamily rental housing affordable to and occupied by very-low and low-income households, including units suitable for large families . o $160,000 to provide first-time homebuyer assistance to lower income households acquiring homes in a target area in Pittsburg. o $30,000 to provide operating support and expand the affordable housing development capacity of Community Housing Development Corporation of North Richmond, an active nonprofit and approved Community Housing Development Organization for HOME. In addition to these seven projects, the Committee recommends that $340 , 000 in HOME funds be placed in a reserve account and allocated to additional affordable housing projects as they develop during the program year. These funds would be made available on an open window basis to projects which meet the specified funding and eligibility requirements . Due to issues concerning required matching funds and timeliness, the Committee stated that it would be premature to award HOME funds to four HOME applicants (see Attachment B) . These projects include two senior housing developments in Concord and Crockett, a multifamily rental project in Pittsburg, and a countywide housing rehabilitation program for low-income homeowners .
