REALLOCATE the position of Treasurer-Tax Collector on the Exempt Salary Schedule from Level C1 2559 ( $7, 131 per month) to Level Cl 2608 ($7,489 per month)., resulting in a salary increase of five percent (5%) , effective September 1, 1994 . 2 . REALLOCATE the position of Auditor-Controller on the Exempt Salary Schedule from Level C1 2593 ( $7,377 per month) to Level Cl 2642 ( $7 ,748) , resulting in a salary increase of five percent (5%) , effective September 1, 1994 . 3 . CONSIDER the request of the Retirement Board that the salary for the position of Assistant Retirement Administrator be increased by 22% . It would be effective September 1, 1994 . BACKGROUND: A five percent (5%) increase in salary for the Treasurer-Tax Collector and Auditor-Controller is being recommended based on a salary 'survey of 1.2 other counties . The results of the survey show that the salary of the Treasurer-Tax Collector in Contra Costa County is ranked 10th in salary out of the 13 agencies included in the survey. A 5% increase in salary will bring the Treasurer-Tax Collector' s salary to 'seventh place in the 13 agencies, exactly in the middle. The results of the survey show that the salary of the Auditor- Controller in Contra Costa County is ranked 11th in salary out of the 13 agencies included in the survey. A 5% increase in salary for the Auditor-Controller will bring the Auditor-Controller' s salary to seventh place in the 13 agencies, exactly in the middle. This data was gathered in May, 1994 and does not reflect the 1% salary increase all employees in Contra Costa County received on July 1, 1994 . However, it also does not reflect any salary increases which may have been granted in any of the other 12 counties included in the survey. Attached are four charts : Chart 1 shows the results of the salary survey for the Treasurer- Tax Collector. Chart 2 shows the relative placement of the Treasurer-Tax Collector' s salary if a 5% salary increase is granted as recommended. Chart 3 shows the results of the salary survey for the Auditor- Controller. Chart 4 shows the relative placement of the Auditor-Controller' s salary if a 5% salary increase is granted as recommended. The Retirement Board has requested a 22% salary increase for the position of Assistant Retirement Administrator. The Personnel Department has indicated that a salary increase of 11 . 5% can be justified on the basis of the relationship between the Assistant Retirement Administrator and the positions he supervises, as well as with comparable positions in other departments . The top step of the current salary for the position of Assistant Retirement Administrator is $5,395 per month. The salary requested by the Retirement Board would move the top step to $6 ,517 per month. Bitten, Assistant Director of Personne �' SUBJECT: Comparison of Assistant Auditor-Controller and Assistant Retirement Administrator In accordance with your request, a comparison between the above classes has been made. A chart summarizing the primary duties, education and experience requirements for each of the classes is attached. In addition, the chart shows the number of filled and authorized positions in the Retirement and Auditor-Controller Departments. Copies of the class specifications for each class and the Administrator's Report showing the positions in each department are attached for your review. Primary functions of each class include supervision, administration, and functioning as the department head,in his/her absence. Both positions require experience that included accounting responsibilities. However, the Assistant Auditor-Controller requires more years of experience including two years of which must have been in a supervisory capacity. It also'appears from a review of the class specifications that the Assistant Auditor-Controller has a greater span of control. In this regard it should be noted that the Auditor-Controller's Department has over 4 times as many staff (64 filled positions versus 14 filled positions in the Retirement Office). Finally, the class specifications for both classes have not been revised in several years. Consequently, there may be other differences and/or similarities between the two classes that could be obtained by discussing the duties and responsibilities directly with the respective department heads. DISTINGUISHING CHARACTERISTICS: This position is responsible for directing and reviewing the work of the general accounting and budgetary, tabulating, internal audit, systems and purchasing sections of the Auditor-Controller's Department. While the incumbent Is occasionally called on to make special studies or prepare special reports these activities are incidental to general administrative duties. In the ab- sence of the Auditor-Controller the employee in this position assumes full re- sponsibility for the operations of the department and for advising'tFie County Administrator, Board of Supervisors, Department Heads and others on financial matters. TYPICAL TASKS: Advises, directs and reviews the work of subordinate employees; con- sults with County departments on financial and fiscal matters, assists in coord- inating the technical and clerical services of the Auditor-Controller's office; assists in fiscal planning and establishment of overall accounting and auditing policy and procedures; assists in the selection of personnel ; approves prepara- tion of special reports requested by County departments and special districts; consults with and advises subordinate supervisors on technical problems, legal requirements, and County policies and procedures; represents the Auditor-Control- ler in the latter's absence; prepares reports and correspondence. MINIMUM QUALIFICATIONS: Education: Either (1) graduation from an accredited college or univer- sity, or (2 possession of a Certified Public Accountant certificate. Experience: Six years of progressively responsible accounting and/or auditing experience, at least two years of which must have been in supervisory capacity. A thorough knowledge of the principles, methods and practices of accounting and a good understanding of auditing and accounting operations, a thorough knowledge of the techniques of budget preparation and administration practiced by local government; a knowledge of the legal provisions pertaining to the audit and verification of tax funds; knowledge of the legal responsibilities of the Auditor-Controller's Office; general knowledge of accepted methods of supervision and of accepted office procedures and practices; familiarity with the principles of public administration; ability to formulate statistical and account- ing reports; ability to interpret and apply statutes and policies; ability to plan, organize and direct the work of a large County department; ability to make effect- ive oral presentations; ability to prepare clear and concise reports. Class No. 031 April , 1973 Contra Costa County Revised & Retitled: February, 1981 ASSISTANT RETIREMENT ADMINISTRATOR DEFINITION: Under general supervision to assist the Retirement Administrator in the administration of the Contra Costa County Retirement System; to conduct accounting and record keeping functions; and to do related work as required. DISTINGUISHING CHARACTERISTICS: This single-position class serves as the assistant to the Retirement Administrator and has primary responsibility for developing and maintaining accounting and statistical records and procedures for the County's Retirement System. TYPICAL TASKS: Supervises and reviews accounting procedures for the Retirement Department and makes recommendations for improvement; assists Data Processing ,Division in computerizing retirement records; confers with representatives of financial institutions and processes transactions regarding the investment of retirement funds; maintains records and controls on interest, dividends, and capital gains received and receivable; analyzes earnings on retirement fund investments; makes projections of income funds; collaborates with actuaries in conducting surveys and determining retirement benefit costs; counsels members concerning retirement benefits and options; advises departmental personnel on various aspects of the retirement system; assists in the adminis- tration of the disability retirement program; prepares written material ex- plaining and interpreting retirement system law, policies and procedures; assists in preparation of department budget for adoption by Retirement Board; prepares correspondence and written reports. MINIMUM QUALIFICATIONS: License Required: Valid California Motor Vehicle Operator's License. Education: Possession of a baccalaureate degree from an accredited college or university with a major in accounting, business administration or public administration. Experience: Three years of administrative 'or fiscal experience which must have included one year of retirement system administration with accounting responsibility. Substitution: One additional year of experience in retirement system administration may be substituted for the required major. KNOWLEDGES, SKILLS AND ABILITIES: Knowledge of public retirement systems in California; knowledge of the principles of an actuarial reserve system; knowledge of accounting princi- ples, practices and methods; knowledge of governmental accounting and budgeting; knowledge of modern office procedures; ability to analyze and evaluate complex data; ability to understand and apply pertinent rules, regulations, legal opinions, and laws; ability to direct the work of others; ability to write and speak effectively; ability to establish and maintain effective working relation- ships with others.
