. Security Improvements at Juvenile Hall - Prop. 86
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Approve the expenditure of the required 25% County match in order
to obtain second and third cycle funding for the completion of
construction projects • currently in progress at Juvenile Hall and
Byron Boys ' Ranch.
BACKGROUND:
The Board, on December 4, 1990, approved the application for
$1, 329, 808 of funding from the County Correctional Facilities
Capital Expenditure and Youth Facility Bond Act of 1988
(Proposition 86) . The funding, which requires a 25% match,
continues the Juvenile Hall and Byron Boys ' Ranch .improvements
for deferred maintenance and correction of fire, life, health or ,
security deficiencies begun with the State Proposition 52 funding
in prior years .
The State approved the grant application and the design and
bidding process proceded through the normal process . As an
interim measure, the Board on July 14, 1992 approved $206, 173 for
the completion of six projects that have enhanced Juvenile Hall
security and staff safety and minimized further escapes . The
projects were completed.
On April 19, 1994, the Board approved plans and specifications
for improvements at the Juvenile Hall facility, 202 Glacier
Drive, Martinez, and Byron Boys ' Ranch, Bixler Road and Byers
Road, Byron. A contractor has been selected, a contract signed
and the first day of the construction project started on August
8, 1994 .

The County now has an opportunity to secure additional funding
from the County Correctional Facilities Bond Act of 1988
(Proposition 86) . This second and third funding cycle totals
$130, 128 and requires a 25% County match. A fourth level funding
will be available by year' s end.
