RECOMMENDED ACTION: Authorize the Board Chair to execute, on behalf of the County, a State Education Coordination and Grants (SECG) 8%/30t Funds Cooperative Agreement for Program Year 1994-1995 (County #19-8229-0) , requesting authorization to expend $75, 000 of Job Training Partnership Act (JTPA) 8%/30% funds (with a requirement for a local match of at least $75,000 with non-county funds to be provided by Contra Costa College) for the period July 1, . 1994 through June 30, 1995 and further authorize the Executive Director, Contra Costa County Private Industry Council, to make non-substantive changes to said document as may be required by the Chancellor' s Office/California Community Colleges. II. FINANCIAL IMPACT: None. 100 percent Federal and State funds. III. REASONS FOR RECOMMENDATION/BACKGROUND: In late April, the Chancellor' s Office/California Community Colleges reviewed and approved a Request for Application for a project from Contra Costa College to utilize $75, 000 in JTPA 8%/30% funds to provide a worksite training program providing internships and training in biotechnology and video technology for approximately 30 JTPA eligible youth and adults. The required "local match" of at least $75,000 is the responsibility of Contra Costa College. Jays Pursuant to Section 202(b)(1) of the Job Training Partnership Act of 1982 (Public Law 97-300), and the Job Training Reform Amendments of 1992, this Cooperative Agreement is entered into between the Chancellor's Office of the California Community Colleges and Contra Costa County (Agency) The term of this Cooperative Agreement shall be from 7/1 /94 through 6/30/95 Total Planned Expenditures Administration Direct Training Training-Related (Across) 1. Provision of any state or federal funds is contingent upon funding availability. The signature's below assure that this agreement shall be carried out in accordance with the requirements of DTPA. The agreement requires full adherence to all JTPA cost limitations, reporting and procurement requirements,at least a one hundred percent matching contribution, and assurance that no less that 75% of the funds available under this agreement shall be expended on activities for economically disadvantaged individuals with barriers to employment. Programs carried out under this Agreement shall meet the goals set forth in the Job Training Reford Act by enhanc- ing literacy and life-long learning,school-to-work transition,and non-traditional employment programs for women. The Chancellor's Office of the California Community Colleges recognizes the signature below as that of the agency's Designated Official responsible for the administration of DTPA 8% funds. The Designated Official assures that in administering this Cooperative Agreement, he or she will comply with all terms and conditions outlined herein and will maintain the integrity of the program and avoid any conflict of interest in its administration.
