MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: September 13, 1994 SUBJECT: FRANKLIN CANYON ROAD TANK REMOVAL, MARTINEZ Project No.: 0662-6U4326 SPECIFIC REQUEST(S) OR RECOMMENDATION(S)& BACKGROUND AND JUSTIFICATION I. Recommended Action: A. APPROVE Amended Scope of Work for Purchase Order 67342 dated June 30, 1994, with Subsurface Environmental Corp. to complete the removal and cleanup of leaking underground storage tanks adjacent to Franklin Canyon Road at Wolcott Lane in Martinez. B. AUTHORIZE the Purchasing Services Manager to increase the current purchase order with Subsurface Environmental from $23,000.00 to $40,000.00, plus or minus 10%. II. Financiallmpact The total cost of the-work is estimated to be $40,000.00 from Road Funds. Reimbursement from the State of California and/or State Leaking Underground Storage Tank Fund is being pursued. III. Reasons for Recommendations and Background: Approximately thirty-five years ago, the State of California relinquished to Contra Costa County certain road right of way which the State had originally purchased for the construction of Highway 4. Portions of this property are up to 300 feet wide on steep upslopes. Because of the terrain, access is difficult and weed abatement and creek maintenance are expensive. Public Works' Maintenance Division has requested the disposal of all right of way not necessary for the integrity of Franklin Canyon Road. Abutting owners have expressed an interest in purchasing the surplus and have funded the survey, appraisal and processing of the sale which is currently underway. FRANKLIN CANYON TANK REMOVAL Page 2 Recently the Health Services Department was notified of the possible existence of under- ground storage tanks on the subject property. Upon investigation, staff confirmed the existence of one 300-gallon and one 500-gallon tank; both tanks were estimated to be at least sixty years old and initially presumed empty. A consultant was hired to remove both tanks and to perform necessary soil and water testing under the direction of County Hazardous Materials personnel. During removal, staff discovered that the smaller tank was not empty and had over time leaked an unknown amount of petroleum product into the surrounding soil. Proximity to Franklin Creek has further complicated the situation with a high groundwater table. Costs to remediate soil and possible groundwater contamination have exceeded original estimates. The increased dollar limit on the purchase order is necessary to cover the costs to perform additional testing, backfill the tank holes with clean soil and properly dispose of contaminated soil and water. IV. Consequences of Negative Action: The project will not have sufficient funding to remediate a hazardous materials situation with potential danger to public health and safety.
