SUBJECT: 1. CONSIDERATION OF A RESOLUTION AUTHORIZING HONORING KPIX TV
FOR TELEVISING 'BRIAN'S KIDS" SINCE 1990; AND,
2. CONSIDERATION OF A RESOLUTION HONORING THE ZELLERBACH
FAMILY FUND FOR SUPPORT OF THE 'BRIAN'S KIDS" PROGRAM SINCE 1990
RECOMMENDATION
1. Adopt a resolution honoring KPIX TV for its weekly news spots and outstanding commitment to
making a difference in the lives of foster children in the Bay Area in televising the 'Brian's Kids"
Regional Recruitment Program; and,
2. Adopt a resolution honoring the Zellerbach Family Fund for its tireless commitment to children's
issues and especially to foster children, as evidenced in its support of the 'Brian's Kids" Regional
Recruitment Program.
BACKGROUND
Since 1990, with the generous financial support of the Zellerbach Family Fund, KPIX TV has televised a
weekly "waiting child" program for the purpose of soliciting adoptive and fost/adopt homes for special
needs children awaiting permanent placement. This program was created by the Bay Area Community
Task Force on Homes for Children in consultation with a number of Bay Area county adoption agencies
and private adoption agencies. The staff of the Contra Costa County Social Service Department, Child
Welfare Services, have been involved in the program since its inception, and they have worked diligently
to help make the program a success for the entire Bay Area region. We have also had many of our
children and foster parents featured on the program and have successfully placed these "hard-to-place"
children because of 'Brian's Kids."
The 'Brian's Kids" program has provided a tremendous benefit not only to the children who have been
featured on its weekly news segment, but also to all foster children in the Bay Area who have gained
from the general recruitment messages aired by the station. Over the course of the past four years, this

DISCUSSION
1995 will mark the beginning of a new era for "Brian's Kids." The Zellerbach Family Fund, which has
provided the financial support to coordinate the filming of children and the follow up with prospective
families, must modify its commitment to the Bay Area's foster children. Zellerbach initiated funding as
"seed" money and is committed to using its resources to help launch new programs until their success is
demonstrated. Because there is no question regarding the success of "Brian's Kids," Zellerbach Family
Fund will move its funding to other new horizons. The Bay Area counties that benefit from "Brian's
Kids," including Contra Costa County, have agreed to collaboratively fund the activities that were
previously underwritten by Zellerbach. Eleven Bay Area counties will provide $140,000 to match the
commitment of KPIX TV, which is estimated at well over $600,000 per year.
Because of the major change in direction, from an experimental program to an institution, the Bay Area
counties would like to honor both KPIX TV and the Zellerbach Family Fund at a luncheon in
September. As part of that celebration, we would very much like to present resolutions honoring both of
these organizations for their outstanding commitment over the past four years.
We are asking the Contra Costa County Board of Supervisors to join the Boards of Supervisors of our
surrounding counties, as well as the California State Legislature and the Governor of the State of
California, in honoring KPIX TV and the Zellerbach Family Fund for their great contributions to the
lives of the children whom we are charged to protect through foster care and adoptions.

Whereas, "Brian's Kids," a weekly TV program on KPIX-TV, San Francisco, has
helped to create public awareness of the crisis in foster care and the needs of
children in Contra Costa County;
Whereas, "Brian's Kids" highlights the critical need for more foster families,
particularly minority foster families, and has been highly successful in recruiting
new foster parents;
Whereas, "Brian's Kids"has sensitively portrayed each individual child's particular
need for a family, and has led to many children being placed with families;
Whereas, the "Brian's Kids" 1992 Holiday Special has already received national
acclaim with the award of the 1993 Administration for Children and Families
Public Service Award from the Department of Health and Human Services and the
Video Documentary Award of the Gold Screen Competition by the National
Association of Government Communications;
Whereas, Brian Sussman of "Brian's Kids," Beth Freeman, producer of "Brian's
Kids" and the management of KPLX-TV have demonstrated an extraordinary and
sustained commitment to children in need of homes by producing stellar spots for
"Brian's Kids."
Now Therefore Be It Resolved that the Board of Supervisors of Contra Costa County
applauds and commends KPIX-TV for its commitment to improving the lives of
foster children in Contra Costa County.

Whereas, the Zellerbach Family Fund, established in 1958, has a long history of
making a difference to communities by providing resources that improve the lives
of economically disadvantaged children and families;
Whereas, the Zellerbach Family Fund has contributed to resolving some of the most
pressing issues in Contra Costa County through its innovative support of
community-based, neighborhood-centered,family focused services and programs.
Whereas, the Zellerbach Family Fund since 1987 has focused on the crisis in foster
care in California by establishing and funding the "Community Task Force on
Homes for Children;"
Whereas, as a direct result of the Zellerbach Family Fund support, the Community
Task Force on Homes for Children was able to initiate in 1990 "Brian's Kids," a
weekly TV news spot on KPLX TV and to establish a HELP LINE through the United
Way to respond to TV viewers potentially interested-in becoming foster/adoptive
parents;
Now Therefore Be 1t Resolued that in recognition of the Zellerbach Family Fund's
indefatigable commitment to children's issues and foster children in particular, the
Board of Supervisors of Contra Costa County applauds and commends the
Zellerbach Family Fund for its significant contribution to improving the lives of
foster children in Contra Costa County.
