Re: Disposal of Solid Waste
Dear Tom Powers:
As you know, Garaventa Enterprises is developing a transfer station to serve the
needs of Central and Fast Contra Costa County. We have entered into an agreement with
the owners of Potrero Hills Landfill, Inc., and the West Contra Costa Sanitary Landfill to
provide for the immediate and long term disposal of solid waste generated within the
Contra Costa County at the lowest possible price.
Our offer to the cities is to dispose of all waste generated within the Contra Costa
County(excluding waste that is recycled) for a,twenty-year tern at a fixed price subject to
annual CPI adjustments. The offer includes a full environmental indemnification against
liability for closure or remediation of the solid waste facilities which will receive the waste.
We are prepared to provide for the immediate disposal of waste at the West
Contra Costa Sanitary Landfill pending the receipt of necessary permits and the opening of
the Garaventa Enterprises transfer station. We expect all of the permitting issues will be
resolved within the next few months and that the transfer station will be in operation soon,
transporting the waste to Potrero Hills Landfill outside of Suisun.
Garaventa Enterprises is applying for a rate of$41.50 per ton at the gate of the
transfer station, inclusive of disposal, This rate is subject to City of Pittsburg approval.
Garaventa Enterprises will provide for interim disposal at the West Contra Costa Sanitary
Landfill or Potrero bills Landfill(to be hauled directly)for$33.62 per ton, subject to the
commitment of waste for a twenty-year term.
