Dear Mr. Powers:
I have been requested to respond to your letter to Governor
Pete Wilson expressing your concern about the funding of the
I-680/24 Interchange.
I am pleased to inform you that the Legislature and Governor
Wilson have provided additional funding from the sale of short
term bonds thus allowing the project to proceed as planned.
The Governor, as head of the Executive Branch, has the
authority to prioritize the order of Caltrans work. This he did
by directing seismic retrofit as the top- priority. With a finite
amount of funds available and the retrofitting program requiring
millions of dollars, there simply was not enough money to do both
the retrofitting and the scheduled construction.
Fortunately, the additional resources were found without
increasing taxes by using the bonds .
